Description
THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. ELIGIBLE CONTRACTORS WILL BE LIMITED TO: (1) U.S. firms, or (2) Joint Ventures of U.S. and Egyptian firms. To be considered a U.S. firm, the firm must be incorporated and have had its corporate headquarters in the U.S. for a minimum of three years; shall have filed state and federal income declarations for a minimum of three corporate years within the preceding four-year period, having paid any applicable taxes determined to be due as a result of such filing; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must have a minimum of 51 percent Egyptian ownership and must be an independently-owned firm. Egyptian firms which are partially or wholly-owned by or otherwise affiliated with the Government of Egypt or its agencies are ineligible. All qualified firms may express an interest in this project. The United States Army Corps of Engineers, Middle East District (MED) is seeking preliminary market information from capable and reliable sources to gain knowledge of potential qualified business concerns, both U.S. and Egyptian, capable of performing various construction projects in Egypt. Since all of the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. The North American Industry Classification System (NAICS) code for this effort is 236220, Commercial and Institutional Building Construction. PROJECT INFORMATION: This requirement is for the design and construction of facility upgrades, new facilities and infrastructure improvements to support the procurement of Apache AH-64D helicopters, and accommodate base expansion and upgrades for enhancing operability, safety, security, maintenance and training requirements for Egyptian Air Force readiness and operational reliability at Kattamia Air Base. Facilities and upgrades include harden aircraft shelters, maintenance hangar and hardstand, engine test stand, missile test facility, and supply storage annex, armament pad, helipad, wash racks, AGSE, storage and workshops, airfield lighting system, runway/taxiway repairs, control tower, fire station upgrade, administrative facilities and living quarters. Supporting facilities include site improvements, paving, parking, exterior lighting, utilities, electrical service, transformers, and communication system. SUBMISSION REQUIREMENTS: Interested firms are invited to express their interest by providing the name of the firm, point of contact, mailing address, telephone number, e-mail address, and DUNS number to the below points of contact. Please provided the requested information no later than 31 December 2010. The submission of this information is for market research purposes only. The notice does not constitute a request for proposal nor does the Middle East District intend to award a contract on the basis of this request for information. The Government will not reimburse respondents for any costs incurred in preparation of a response to this request for information. All data received in response to this request for information marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered.
