Description
The US Army Corps of Engineers, Walla Walla District is seeking sources for a construction project entitled, Lower Monumental Dam Unit #1 Cavitation and Linkage Repair. This will be a firm-fixed-price contract. Place of performance is Lower Monumental Dam in Washington state. Construction magnitude is between $1,000,000 and $5,000,000. A bid guarantee of 20% may be required. 100% Performance and payment bonds will be required. Responses to this announcement are due no later than 26 November 2010. The Statement of Work includes the following: The contractor will check the alignment of Generator Unit 1 then proceed with disassembling the Generator and Kaplan Turbine assembly. After removal of the turbine runner, disassemble the runner hub assembly for installation of new, Government-furnished blade linkages and associated hardware (e.g. pins) for each turbine blade. The Contractor will reassemble the turbine runner assembly and prepare for reassembly. The contractor will also machine out the cavitation within the discharge ring, perform repairs to the liner, and weld in a new stainless steel discharge ring. The contractor will also perform weld repairs to the cavitation damage on the runner blades and hub as determined by the Government. Weld repairs include excavating cavitated areas, welding with stainless steel, and machining/grinding to conform to the original profile of the components, verifying with templates. The contractor will then reinstall the turbine runner and generator and verify the alignment of the unit. A coordinated effort between the Contractor and Government will occur for commissioning of the unit. The construction period is anticipated to begin approximately September 2011, with work completed by approximately April 2013. Contractor must have a past performance history of work similar to the work required. Contractor is required to follow the procedures in the Army Corps of Engineers Safety Manual, at http://www.usace.army.mil/CESO/Documents/EM385-1-1FINAL.pdf This sources-sought announcement is issued for the purpose of identifying small business concerns, HubZone small business concerns and Service Disabled Veteran Owned small business concerns with the capability to accomplish the work. Only those firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the Government's determination of whether to set aside this requirement or open it to unrestricted competition. Include your firm's bonding capacity and a statement indicating your business type (small business, 8(a) small business, HUBZone small business, Service Disabled Veteran Owned small business, or Large business). The NAICS Code for this project is 237990 and the associated small business size standard is $33.5 million in average annual receipts.
