- Description
- The Aviation Integration Directorate intends to purchase, on a sole-source basis, up to 17 each complete Infrared Exhaust Suppressors for the MH-47 helicopter (IES-47) and associated spare parts under a new firm fixed price, Indefinite-Quantity Indefinite-Delivery (IDIQ) contract with a five year ordering period. The minimum order will be for 10 IES-47 systems which will be awarded concurrently with the basic contract. The intended sole source contractor is: Rolls-Royce Corporation 2001 S. Tibbs Ave. Indianapolis, IN 46206 Cage Code 63005 Rolls Royce, as the parent company of Allison Advanced Development Company (AADC), was one of several companies and/or teaming arrangements that successfully won a competitively awarded contract for the design and development of the IES-47 in 1999. In 2005 a follow-on, sole source contract was awarded to Rolls Royce for the production of IES-47 systems. Thus, Rolls Royce is the designer, developer, and original equipment manufacturer (OEM) of the IES-47 system. As the OEM, Rolls Royce possesses a unique knowledge and an in-depth understanding of the design and operation of the system. The Government does not possess Level III drawings for a complete Technical Data Package (TDP) to allow for a full and open competition. The items will be delivered to: LMCO Special Operations Forces-Supply Activity 5749 Briar Hill Rd-Bldg 195 Lexington, KY 40516 One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
