- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission; other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. This RFI does not commit the Government to contract for any supply or service. DHS Domestic Nuclear Detection Office (DNDO) is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. DHS may further elect to investigate the operational feasibility of a set of solutions as part of an anticipated demonstration campaign. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. 1.0 DESCRIPTION DNDO has maintained active training and exercise partnerships with Federal, State and local agencies engaged in the Preventive Radiological Nuclear Detection (PRND) mission. The DNDO Training Branch relies on regional partners to develop and deliver PRND training and exercise events to sustain the PRND programs within the regional agencies and organizations. The intent is to maximize the effectiveness of on-demand, stakeholder driven training and exercises and/or support initiatives through a collaborative effort that leverages regional technical and operational resources and experience. This RFI includes scope for support to PRND training, exercise and outreach efforts for workshops, classroom lectures, training events, demonstrations, drills and exercises. DNDO is seeking information through the RFI to gauge interest in regional PRND training centers and to assess potential partnerships in providing PRND training through the centers. The RFI is seeking information on regional training centers capable of meeting the following requirements: 1. Maintain a cadre of instructors with the training and experience required to deliver PRND training courses. 2. The development and revisions to PRND curriculum, leveraging the contractor's access to experienced law enforcement personnel, first responders, and public health and safety professionals. 3. To conduct pilots for new and/or revised PRND training. 4. Maintain a cadre of instructors with the training and experience required to deliver PRND training courses. 5. The development and revisions to PRND curriculum, leveraging the contractor's access to experienced law enforcement personnel, first responders, and public health and safety professionals. 6. A forum to conduct pilots for new and/or revised PRND training. 7. Technical and administrative support for curriculum development. 8. Technical and administrative support in the development and implementation of PRND related exercises using the HSEEP process. 9. A cadre of experienced PRND operators to assist in the development and delivery of PRND related exercises. 10. A description of ownership of or access to radiological sources to be used in the training and exercise events. Provide a brief description of the ability to provide for the transportation/movement and control of the sources. 11. A description of buildings and outdoor venues that can be accessed for training and exercises (public buildings/areas or mock-ups/props that can be used to coach and evaluate PRND team skills). 12. A description of how courses taught could be certified for Continuing Education Units (CEU) or Law Enforcement POST certification or similar. 13. The ability to participate in state or local PRND Committees to provide expertise in PRND training and exercises. 2.0 QUESTIONS/INFORMATION SOUGHT DNDO appreciates responses from all capable and qualified sources, including but not limited to, National Laboratories, Federal Agencies, universities, university affiliated research centers, and private or public companies. Reponses should adhere to the following format and outline instructions: 1. General formatting should include 12 point font, single spaced, single-sided 8.5 x 11 inch paper, with 1-inch margins. All submissions must be made electronically (as described below), and be in either Adobe PDF or Microsoft Word. 2. Cover Page (1 page) a. Title b. Organization c. Responders technical and administrative points of contact (names, addresses, phones and fax numbers, and email addresses) 3. Technical Ideas (up to 5 pages) a. Executive summary (1 page or less) b. A summary of capability/challenge addressed (from the offeror's perspective) c. A summary addressing the following: • Provide an annual cost estimate showing the cost assumptions • Describe resources available to meet the requirements stated above • List key issues that should be addressed to make this concept viable • Describe how quickly this concept could be implemented 3.0 SUBMISSION DIRECTIONS Interested parties are requested to respond to this RFI with a white paper. Each respondent shall identify its business size. All documentation, white paper, test reports, specification, drawings, etc. shall be submitted in pdf or Microsoft Word format. Information is due no later than 4:30 PM (Eastern Time) on 30 November, 2010 via email to Contract Specialist Heather Poindexter at Heather.Poindexter@hq.dhs.gov. Those who respond to this RFI should not anticipate feedback with regards to their submission other than acknowledgment of receipt - IF a request for an acknowledgement is requested by the submitter. DHS reserves the right to review late submissions but makes no guarantee to the order of or possibility for review of late submissions. The white paper document shall be limited to 6 pages. The complete package will be submitted via e-mail. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid DHS, please segregate proprietary information. Please be advised that all submissions become the property of the Federal Government, and will not be returned. Responses to this RFI may be evaluated by Government technical experts drawn from staff within DHS DNDO and other Federal agencies. The Government may use selected support contractor personnel to assist in the evaluation. These support contractors will be bound by appropriate non¬disclosure agreements to protect proprietary and source-selection information. Responders are encouraged to avoid use of excessive marketing lexicon, submission of fancy brochures and other unnecessary sales literature, and product puffery. Responders are to describe in clear and concise language the capabilities of their system to meet the requirements set forth in Sections 1.0 (Description) and 2.0 (Questions/Information Sought).
