Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR Part 13) with Exigent Security Products, Inc., 108 S Wynstone Park Dr Ste 114, Barrington, IL 60010-6923 as the only responsible source that can provide a Gamma Radiation Detector. The requirement is for ten (10) gamma radiation detectors, to be installed throughout new/renovated spaces. The minimum requirements for this equipment consist of the following: Identify gamma radiation down to 50 µCi (at 4-6inches from the detector) or 10mCi (at 6-8ft from the detector); Allow for gamma detection above 7keV; Allow for analog to digital conversion; Allow for a sampling rate of 1 millisecond; Have a NEMA security enclosure and remote accessibility; Identify at least 99 isotopes (including the most common: Tc-99m, Tl-201, I-131, I-123, In-111, Ga-67, Rb-88, Ge-68, Co-57, Cs-137, Ba133, F-18, and Ir-192); Allow for the following information to be submitted via networked messaging system regarding a radiological event that is out of range: present threshold, isotope ID, confidence level, count, and date/time stamp. This acquisition is being conducted under simplified acquisition procedures FAR Part 13 under the authority of the test program for commercial items. There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 423610. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.bell@med.navy.mil. Statements are due not later than 9:00 AM. EST on 19 Nov 2010.
