Description
Please note the following changes to the original notice for Warrior Enabling Broad Sensor (WEBS) Support Services for Night Vision Electronic Services Directorate (NVESD): 1. Only Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) Task Orders will be issued under this contract. 2. Update on the posting date of a DRAFT solicitiation for this effort. 3. Points of Contact (POC) information. All other information remains the same. Please read the revised posting below, reflective of all aforementioned changes. The United States Army Communications-Electronics Life Cycle Management Command (CECOM LCMC) intends to solicit and award an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract, with Cost Plus Fixed Fee (CPFF) and Firm-Fixed-Price (FFP) task orders for a period of five (5) years for the Warrior Enabling Broad Sensor (WEBS) services contract. This WEBS acquisition will provide sensor technology engineering, administrative and operations support and services for night vision and electronic sensors systems for the Communications-Electronics Research, Development and Engineering Centers (CERDECs) Night Vision and Electronic Sensors Directorate (NVESD) and any successor organization that may evolve its elements at other locations, as well as customers developing intelligence and information warfare systems and working within the intelligence community. The support services to be acquired include sensor technology engineering, administrative and operations support, such as field technology assistance, test and evaluation, and engineering support and services for night vision and electronic sensors systems. The Government reserves the right to make multiple awards. Awards will be made based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government. Specifications of performance, delivery and location will be provided on a Task Order basis. Any interested offerors should monitor the Interactive Business Opportunities Page (IBOP) for updated schedules including the anticipated solicitation release date as well as the anticipated award date. This acquisition is set aside for small business. The North American Industry Classification Systems code (NAICS) for this effort is 541712, which has a small business size standard of 500 employees. The U.S. Army CECOM LCMC has established the IBOP website as part of the Armys Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFPs), Request for Quotations (RFQs), and Invitations for Bids (IFBs) from CECOM LCMC to industry. All parties interested in viewing the solicitation and/or submitting a proposal should register with the IBOP by calling the IBOP at 1-888-414-2677, or by visiting the Interactive Business Opportunities Page at https://abop.monmouth.army.mil and registering under User Services, User Registration. Drawings can be downloaded from the IBOP as instructed above. Please be advised that hard copies of the solicitation will not be made available; you must download solicitation documents from the IBOP. Please contact IBOP helpdesk toll free at 1-888-414-2677 for technical assistance with the IBOP. Amendments to the solicitation will also be posted to this site. All responsible sources are invited to submit a Proposal. A DRAFT Solicitation will be posted to the IBOP on Friday, 12 November 2010. An amendment to the IBOP will be made once the anticipated date is known for the issuance of the Initial Request for Proposal (RFP) for W15P7T-10-R-P601.
