Description
This is a Request for Information (RFI) from the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT). USASMDC/ARSTRAT is seeking information on firms that are interested and capable of providing services related to electronic security systems in the Colorado Springs, CO area. Services related to electronic security systems would potentially include the following: - The monitoring of existing intrusion detection systems (IDS) at various facilities located in the Colorado Springs, CO area. The IDS at these facilities would have to be monitored in accordance with the standards set forth by Underwriters Laboratories standard UL-2050. - The repair, maintenance and upgrades to existing intrusion detection systems, access control systems, and closed-circuit television systems as required by the Government. - The installation of new intrusion detection systems, access control systems and closed-circuit television systems as required by the Government. The monitoring and maintenance services would cover the following facilities: - 2525 Aviation Way, Colorado Springs, CO 80916 (Burglar Alarm DMP 3209, Closed Room IT Closet dmp 3202, Closed Room DMP 3208, SCIF DMP 3133, JTAG Office Trailer DMP 3134, JTAG Office Trailer DMP 3135, Access Control, CCTV, Annual UL 2050 Certificate) - 1670 Newport Road, Colorado Springs, CO 80916 (SCIFS DMP 3183, Access Control, DMP 3199, Annual UL 2050 Certificates (2)) - 1330 Inverness Drive, Suite 440, Colorado Springs, CO 80910 (Closed room, IDS/Access Alarm) - 1150 Academy Park Loop, Suite 212, Colorado Springs, CO 80910 (DMP 3200, DMP3201, Access Control, Annual UL 2050 Certificates) - 350 Vandenberg Street Bldg 3, Peterson AFB, CO 80914 (CCTV and Diamond II Access Control only) Period of performance would be 01 January 2011 through 31 December 2015 (basic 1-year period plus 4 1-year option periods) Responses to this RFI should include the following: - Qualifications, capabilities, and previous experience as related to the services listed above. - Typical brands/models of equipment used for intrusion detection, access control and closed-circuit television systems installed by the firm. - Company size status, to include an any small business/8A qualifications. - Typical warranty offered on parts for new system installations. - Industry and UL certifications, to include UL-2050 certification; if firm is not UL-2050 certified but partnered with another firm that is, furnish the name and address of that firm for verification with UL. - For UL-2050 IDS, describe the typical types of circuits/medium of transmission used for alarm signal transmission from protected facilities to the monitoring station, as well as what different types of circuits the firm has used at other locations; for each different type of circuit/medium used, list the provider of the circuit and the typical service levels, to include the frequency and duration of typical circuit outages. - Describe typical training provided to other customers receiving similar services. - Provide Rough Order of Magnitude (ROM) price estimates for IDS monitoring services as well as costs associated with circuits provided by other providers. List any discounts that may be provided for monitoring multiple IDS systems at multiple locations throughout the greater Colorado Springs area. For generating ROM estimates, consider a typical IDS to include a premise control unit, system interface/data entry keypad, a motion sensor and a door contact switch. A typical location would would have two independent protected facilities, with some locations having as many as ten independent protected facilities. - Rough Order of Magnitude (ROM) price estimates, to include labor categories and labor rates, for electronic security system maintenance and repairs. Also include labor cagetories and labor rates for system upgrades and new system installations. - Provide information describing types and levels of maintenance plans available and how fast the firm could respond on-site to a typical request for routine maintenance or repairs as well as for emergency or urgent/accelerated requests for maintenance or repairs. All interested parties must submit their responses electronically via email to George.knowlton@smdc-cs.army.mil responses will not be accepted at any other email address and no other form of submission will be accepted. Responses must be received by no later than 4:00 PM (Mountain Time) on November 26, 2010 to be considered in response to this RFI. Respondents should include contact information to include an email address and telephone number. This is a Request for Information to identify sources interested and capable of providing the aforesaid commercial services. This information is provided for a market survey for planning purposes only. This RFI does not constitute a Request For Proposal or an obligation on the part of the Government, nor does it restrict the Government as to the ultimate acquisition approach that may be chosen at a later date. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked.
