- Description
- The Naval Research Laboratory has a requirement for Technical, Engineering, Information Technology, and Managerial support for the development of software for satellite payloads, networks, and mission management. The scope of this effort encompasses efforts associated with a.) Satellite Software Engineering; b.) OS/COMET; c.) Multi-Mission Management Software; d.) PCIP Applications; e.) Information Systems and Network Administration; f.) Security Administration and Security Management Information Systems; g.) Database Analysis, Studies and Prototyping; h.)Network/Computer Information System Administration; i.) Information Assurance and Network Security Tasks; and j.) Security Testing and Evaluation. This is a follow-on to Contract Number N00173-03-C-2018 with Harris Technical Services Corporation. Detailed requirements, including a detailed statement of work, personnel requirements, and contract data requirements, will be included in the solicitation file. TOP SECRET Facility and SECRET Personnel clearances shall be required at the time of proposal. The anticipated period of performance for any resulting contract will be five years from the date of award. The Government anticipates award of a Cost-Plus-Fixed-Fee Term Contract for the requirements, with an anticipated LOE of 270,000 hours of effort. A detailed Solicitation and Statement of Work will be posted approximately 15 days from the posting of this notice. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and Amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. This solicitation is issued on the basis of full-and-open competition. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
