Description
DEPARTMENT OF VETERAN AFFAIRS REQUEST FOR INFORMATION PURPOSE: Request for Information: The Department of Veterans Affairs Denver Acquisition & Logistics Center (VA DALC), in support of the Office of the Assistant Deputy Under Secretary for Health for Policy and Planning, is contemplating the issuance of a solicitation for non VA provided health care services to include those ranging from primary care services to acute inpatient hospital care and specialty consultation within specific areas of Veterans Integrated Service Networks (VISNs) 1, 6, 15, 18 and 19 as described below. The purpose of this Request for Information (RFI) is to provide interested parties the opportunity to inform the VA of their capabilities to perform the services addressed in this RFI and to complete and submit the questionnaire found below. The information provided in response to the RFI will assist the VA in understanding standard industry practices and facilitate the VA development of the requirement. THIS IS NOT A SOLICITATION FOR OFFERS/PROPOSALS. BACKGROUND: Section 403, Public Law 110-387, Veterans' Mental Health and Other Care Improvements Act of 2008, requires the Department of Veteran Affairs (VA) to conduct a pilot program to provide contracted non-VA health care services to covered Veterans in at least five VISNs. Based on the criteria outlined in the statute, VISNs 1, 6, 15, 18, and 19 are eligible to participate in the pilot program which has been titled Project ARCH (Access Received Closer to Home). As mentioned above, health care services to be provided under Project ARCH range from primary care services to acute inpatient and tertiary care within specific areas. Solicited services may include the following: Project ARCH SERVICE AREA: VISN 1VA New England Healthcare System Location: Northern Maine/Aroostook County, ME Services: Inpatient care including necessary ancillary services; urgent and elective surgical care; outpatient radiology and radiation oncology services; emergent and chronic dialysis; inpatient and outpatient rehabilitation services; and consultative services in cardiology, pulmonary, oncology, nephrology, gynecology, and general orthopedic surgery. VISN 6: VA Mid-Atlantic Health Care Network Location:Farmville, VA Services:Primary care, routine laboratory/pathology services, flat film diagnostic imaging services, preventive care, well woman care, and immunizations VISN15: VA Heartland Network Location:Pratt, KS Services:Primary care, mental health assessment routine laboratory/pathology services, flat film diagnostic imaging services, preventive care, well woman care, and immunizations VISN 18: VA Southwest Health Care Network Location:Flagstaff, AZ Services: Inpatient care including necessary ancillary services; urgent and elective surgical care; outpatient radiology and radiation oncology services; emergent and chronic dialysis; inpatient and outpatient rehabilitation services; and consultative services in cardiology, pulmonary, oncology, nephrology, gynecology, and general orthopedic surgery. Indicate if your organization and entities it owns and other potential participants are accredited by a body such as the Joint Commission on the Accreditation of Healthcare organizations, National Commission on Quality Assurance, American Society for Clinical Pathology, or American College of Radiology. Specify for which services the accreditation or certification applies and the date the accreditation or certification expires. 3. Indicate if your organization or other potential participants are licensed in the state(s) in which your organization operates and the nature and effective dates of such licensure. 4. Please describe the legal relationships between your organization and direct care professional providers (e.g. hospitalists, anesthesiologists, CRNAs, licensed clinical social workers). Are these providers contracted to provide services by your organization or are they employees of the organization? 5. Please describe the credentialing and privileging process used by your organization. 6. Please describe the financial arrangements by which your organization currently provides specific services described in Question 1 (e.g. per diem, per procedure, bundled payment, global fee, per episode of care, capitation, discounted fee for service, etc.) Are there any means to simplify how health care services are priced and paid for, in a manner that reflects local market conditions, competitive solicitation forces and supports provision and access to high quality care, timely and accurate claims processing? 7.
