- Notice of Intent to Negotiate on a Sole-Source Basis The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with Systems Research and Applications Corporation (SRA) to provide technical and analytical support to the U. S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), Compliance and Innovative Strategies Division (CISD) for an additional one (1) month period beginning on 01/01/2011 with an option to extend an additional one (1) month period. The contractor shall provide support in the following areas: A - Economic, Environmental, Statistical, Financial, and Evaluative Analysis and Support B - Technical and Engineering Analysis C - Communication, outreach, Guidance, and Regulatory Program Support D - Web, Computer System, and Database Support Development E- Support for Implementation and Compliance Monitoring of Air Pollution Regulations and Programmatic Requirements EPA believes that Systems Research and Applications Corporation, with its experience in working the current contract, is uniquely qualified for this short term additional effort and the only responsible source because it possesses the resources and personnel to support OTAQ projects. The current projects are on-going and need support during the transition period until the new contract is awarded. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is November 30, 2010.
