Description
AMENDMENT01- This amendment fully replaces solicitation posted on nov. 10, 2010. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service (NMFS) located in Seattle, WA intends to acquire a portable field metabolic rate system with flow kit for measuring metabolic rates in dolphins manufactured by Sable Systems International, Inc. The portable field metabolic system must have integrated mass flow generator (capable of producing flow at a minimum of 300 L/min) for conducting metabolic rate measurements on dolphins using open-flow respirometry. The oxygen analyzer and flow controller must be contained in a sturdy case(s) that can be checked as baggage on commercial air carriers. The field metabolic rate gas sampling system with flow kit in sturdy wheeled Pelican (or similar) case(s) which must have the following attributes: low flow rate subsampler, relative humidity & dewpoint meter, 1-100% O2 meter, computer controllable baselining, 12 channel data acquisition system, AC power supply, battery cable for connection to 12 VDC, and integrated mass flow system for flows from 50-500 Liters/min. The system must be capable of measuring oxygen consumption values and interfacing with a computer to record the values for a minimum of 60 continuous minutes. The Sable Systems International, Inc. brand name equipment is being purchased to continue an on-going research project that measures the oxygen consumption of bottlenose dolphins. The equipment that had been used previously for this research project was manufactured by Sable Systems International Inc. It is essential that the equipment manufactured by Sable International Inc. be purchased for the continuation of research project to ensure continuity of methods and to safeguard data quality. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 334519 with a small business size standard of 500 employees. The portable field metabolic system must be FOB destination Seattle, WA for delivery no later than Dec 31, 2010. All interested parties must respond to this announcement within ten (10) calendar days of its publication.
