Description
DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to perform/provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought synopsis only. Questions should be submitted by email to Bridget.Kornish@va.gov. Provide only the requested information below. Contractors may provide information regarding supply/services for one or more of the VA Medical Centers involved in this requirement. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub-zone, 8(a), small, small disadvantage, woman-owned small business, or large business) relative to NAICS 325120, Industrial Gas Manufacturing (size standard 1000 employees). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to any future solicitation announcements. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. VA Healthcare (VISN) 4 is seeking sources for a potential multiple award contract to provide distribution and supply of medical-grade liquid bulk oxygen for a base period with four (4) one-year option periods which may be exercised by the Government. Contractors may submit information for supplies/services for one or more of the VA Medical Centers. All medical gas manufacturers and fillers of medical-grade liquid bulk oxygen must be registered with FDA as drug manufacturers. All oxygen shall be manufactured, processed, packed, transported, and stored according to FDAs labeling regulation (21 CFR Part 201). Liquid bulk oxygen delivered shall be medical-grade and shall meet or exceed the standards cited in the current edition of the United States Pharmacopoeia/National Formulary (U.S.P.). Contractor-owned equipment shall be installed, inspected, and maintained by the contractor without additional cost to the Government. Through the duration of the contract, the contractor shall be liable for the integrity, suitability, and safety of contractor-owned tank(s) that will insure compliance with applicable regulations, standards and normal good practices. Manifold, cylinders for the reserve supply, liquid converter, alarm switch, regulator, valves, level indicator, and any other devices or connections required for proper tie-ins with the facility's gas system shall be furnished by the contractor, without cost to the Government. The manifold or liquid converter shall deliver gas at a pressure and rate of flow adequate to supply the system. Each liquid oxygen storage container shall have an outlet that allows access for testing the purity of the oxygen. Prior to first filling, contractor must perform in-service training for the ten (12) VISN 4 Medical Centers to include the following facets for contractor-owned systems: The refill procedure, and preventive maintenance support requirements that may be needed from the medical center systems, and an explanation of all the volume alarm and low pressure set-points. The contractor will provide written procedures and training for VA staff for protocols to accomplish emergency shutdowns or other sudden, unplanned termination of the refilling process. Prior to first filling, and annually thereafter, alarm set-point testing and written verification must be presented through the use of a qualified third-party expert per NFPA 99, 2002 Edition for contractor-owned systems. Any code deficiencies in the Medical Center's existing system, as defined by NFPA 50, 1.3.3, "Bulk Oxygen System", must be identified by the contractor. A detailed explanation of these deficiencies must be presented in writing to the Contracting Officer Technical Representative (COTR). Receipt of this written explanation must be singed for by the COTR. Prior to first filling, and annually thereafter, the contractor must verify, in writing, the accuracy of all gauges on contractor owned tanks. VISN 4 facility shall provide a suitable location and foundation for the installation of the contractor-owned bulk oxygen tank(s). Additionally, VAMCs facility shall provide access to an electrical power source and hook-up to a facility-maintained alarm system. Contractor will provide 24/7 emergency contact name(s) and telephone number(s). Each liquid oxygen storage container shall also contain a remote monitoring device (telemetry), supplied by the contractor, for the purpose of measuring oxygen levels by both the Government and the Contractor. Offerors will be required to conduct a site visit as part of the actual solicitation submission process and will be announced and contained within the actual solicitation when posted. Responses must be emailed to Bridget.Kornish@va.gov no later than 12 Noon EST, November 22, 2010. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. Please place "Attention: Medical-grade liquid bulk oxygen" in the subject line of your email. This notice is to assist the VA (VISN 4) in determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Include past experience in performing these services for the VA, other Government (Federal or State) agencies, or for a private medical facility. Please specify your availability to start date.
