Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7109, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-45, effective 01 OCT 2010. NAICS code 333618 applies. The Small Business Competitiveness Demonstration Program is not applicable. This is not a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for a qualified and approved Fairbanks Morse Engine Technical Representative to perform MDG #3 & #4 exhaust transition pieces, blackout recovery software mods onboard USNS SACAGAWEA. The list shall include the following: 5.3.1 Persons full Name 5.3.2 Social Security Number, or passport#, or naturalization number. 5.3.3 Place of birth 5.3.4 Date of Birth 5.4 In addition (not replacing) to what you sent out now, your will have to submit your personnel on the EPIC spreadsheet. You can send your cover letter and use the spread sheet for your list of personnel, but your personnel must be on the EPIC spread sheet. You will still need to send a letter head signed. If your request is for San Diego, NJ, or OCONUS you will still have to send the request on their form in addition to the EPIC spread sheet. Request will no longer be accepted by fax, all request must be sent electronically, Please do not send the EPIC spread sheet in PDF. 5.5 Contractors Please allow 3 business days (5 for NASSCO, OCONUS, & Earl NJ) for processing of all requests. EPIC will take up to 48 hrs to process, your request must be approved by EPIC before access can be sent to the facility for their approval, access will not be guaranteed without approval form EPIC. Request must contain, full name (full middle), full SSN, POB (city and state), DOB, duration of visit, location of visit (ship), and the name of the ship accompanied by the contractors companies letter head signed. 5.6 All request must be sent to pass and ID from MSFSC, do not sent request directly to pass and ID. Visitors are not to proceed to Base Pass & Decal for an ID badge for at least 3-5 days from the time your visit request is sent for processing or without approval due to the high volume of visit requests. 5.7 The Access list and EPIC Spreadsheet shall be e-mailed to Nikia Rorie at nikia.rorie.ctr@navy.mil. She can be reached by office phone at 757-443-0932. 5.8 Port Engineer Contact is John Massey, E-Mail: john.massey@navy.mil 5.9 This ship contains High Voltage (HV) electrical systems. The contractor and subcontractors shall obey all posted and verbal instructions regarding safety and exclusion from High Voltage areas. At no time shall a contractor or subcontractor approach, work on, or enter a High Voltage area with out proper authorization. 5.10 THE USNS SACAGAWEA ELECTRICAL COLOR CODING DOES NOT FOLLOW CONSISTENT COLOR SCHEME. THE SHIP IS KNOWN TO HAVE CURRENT CARRYING CONDUCTORS COLORED GREEN, BLUE, BLACK AND WHITE. THE CONTRACTOR SHALL ASSUME ALL ELECTRICAL CABLES ARE HOT UNTIL TESTED OTHERWISE. THE CONTRACTOR SHALL TEST ALL ELECTRICAL CABLES TO ENSURE THEY ARE DEAD PRIOR TO WORKING ON THE ITEM. 6.0 QUALITY ASSURANCE REQUIREMENTS: None 7.0 STATEMENT OF WORK: 7.1 Provide the service of two (2) Authorized Fairbanks Morse Engine (FME) OEM rep. The OEM reps shall be Sr. Service Tech Reps experienced with MAN B&W 48/68 engines and the T-AKE Class. All work shall be performed by an authorized Fairbanks Morse Engine Service Representative. 7.2 OEM will provide support for the ships crew to perform the following and to obtain credit for machinery survey from ABS. 7.2.1 Provide tech assistance and assist ships force in performing the requirements for the 6000 hr and 12,000hr inspections and overhauls IAW references 2.1, 2.2, and 2.3. Below is a list of Maintenance Schedule Serial Numbers: 009 Fuel Oil System, Work Card 434.04, Check/overhaul buffer pistons 017 Lube Oil System, No Work Card, Check oil drainage of piston big-end and main bearings on the gear box and the turbocharger (visually) 018 Lube Oil System, No Work Card, Check oil drainage of camshaft bearings, injection pumps and valve gear in the rocker are casing (visually) 045 Compressed Air and Control Air Systems, 125.10, Control Air System: Clean the water separator and the air filter. 076 Measurement and Control Systems, No Work Card, Check measuring system for exhaust gas temperatures. 082 Engine Foundation/Pipe Connections, 012.01, Foundation: Check tension of bolts. Restore the turbocharger for operation. 941 Turbocharger, 500.06, 500.19, Check the locating bearing. 7.2.2 Coordinate with ABS to present the engines for continuous machinery survey credit. This includes demonstrating engine safeties. 7.3 Transport to and rebuild in your shop the two removed cylinder heads. The following Maintenance Schedule Serial Numbers apply: 172 Cylinder Head, 055.02, Clean and check one cylinder head. 234 Inlet and Exhaust Valves, 113.01, 113.02, 113.03, Remove two inlet valves. Check valve seats. Check valve rotators, replace wearing parts. 242 Inlet and Exhaust Valves, 113.03, 114.01, 114.02, Remove two exhaust valves. Check valve seats. 7.3.1 Use the parts from the 6000 Hr Overhaul Kits, GFM Para 4.2, to rebuild the cylinder heads. 7.3.2 Provide the services of ABS to witness the rebuilding process and provide certification the rebuilt cylinder heads are suitable for reuse aboard T-AKE ships. 7.3.3 Arrange for transportation of the rebuilt cylinder heads to MSFSC's Cheatham Annex Warehouse in Yorktown, VA. 7.4 Provide oversight and inspection services for the MDG exhaust transition pieces. MSFSC will arrange industrial support to remove lagging, remove any transition pieces that are found to have cracks, install replacement pieces, and install lagging. MDGs #2 and #3 transition pieces have cracks and require replacement. Inspect transition pieces on MDGs #1 and #4 for cracks. Report conditions found. 7.5 Install new blackout recovery software. Operationally test for successful installation. 7.6 Reports: Provide a service report in hard copy and electronic format. One set of the report shall be turned over to the Chief Engineer. One set of the report shall be turned over to the Port Engineer. The report shall contain the following as minimum:  Engine operating hours and serial #s.  New and old cylinder head serial #s.  Photographs of the engine condition at disassembly and any unusual conditions.  Description of any abnormal or usual conditions found during maintenance.  A positive statement indicating that each of the maintenance items has been completed. (For example, Item 017 oil drainage of piston big-end and main bearings checked on the gear box and found sat.)  Measurements taken and recorded for items shall be included in the report and compared with specified values listed in reference 2.1 Operating Instructions. Both the specified value and the recorded value shall be listed in the report.  Include comments on any defects found in arrangements for removals and lifting of engine components.  Include a listing of any additional special tools found to be needed for successful maintenance on engine.  Include a listing of all parts used during maintenance. The parts list shall include the Sub-Assembly drawing # and part#, the FME part #.  Include a listing of all parts included in the parts kit or ordered and not used. Items turned over to ship's Force.  Flexible coupling alignment measurements per the applicable work card and reference 2.4 Appendix C Alignment Log Sheet.  Crankshaft Deflection readings per the applicable work card and reference 2.4 Appendix D Crankshaft Deflection Record Sheet.  Main Bearing axial clearance.  Main bearing lower cap condition on the one bearing per engine removed. Include photos.  Big-End bearing shell condition on the one bearing per engine removed. Include photos  Piston condition pistons removed and the disassembled piston. Include photos. Include axial clearance of the piston rings in the grooves.  Cylinder liner dimensions per the applicable work card.  Cylinder head conditions. All cylinder heads  Include injection pump and cam follower condition. One per engine is removed and disassembled. Measure and make note of the radial and axial play of the fuel pump drive cam follower rollers and compare against permitted value.  Fuel injection valve condition. All valves per engine. 8.0 GENERAL REQUIREMENTS: None SEE ATTACHMENT FOR PARTS LIST The requested period of performance for the above service is 07 January-03 February 2011.
