Description
USAID intends to award a contract with one base year (12 months) and 3 option years (36 months) for a period not to exceed 48 months, all eligible small business may submit a bid. Background The United States Agency for International Development (USAID), Office of Security (SEC), Overseas Security Programs Division (OSP), Security Engineering Team (SET) is responsible for providing technical security engineering and logistical assistance to USAID Missions overseas for the protection of personnel, property, and sensitive information. Description of Services 1. (a) The United States Agency for International Development (USAID), Office of Security (SEC), International Security Programs (ISP) Division, Security Engineering (SE) Branch is responsible for providing technical security engineering and logistical assistance to USAID Missions overseas and domestic Headquarters facilities for the protection of personnel, property, and sensitive/classified information. (b) All work performed under this contract will be completed in a manner consistent with current professional industry standards. Technical assistance to include installation work will be performed in accordance with Department of State (DOS), Diplomatic Security (DS), USAID Automative Directive System (ADS), and the Overseas Security Policy Board (OSPB) instructions and standards. The instructions and standards in this paragraph will be provided by the Contracting Officer Technical Representative (COTR). (c) The contractor will provide SEC/ISP/SE logistical support in warehouse operations to include warehouse inventory/accountability controls, shipping/receiving security equipment, coordinate/track shipments, prepare shipping documents, and other related logistical functions required to support USAID. (d) The contractor will provide SEC/ISP/SE security engineering support in technical security operations to include troubleshooting, installation, and repairing security systems at USAID Washington and USAID Missions overseas. The contractor will provide SEC/ISP assistance in the planning, designing, development, and implementation of technical security projects. The contractor will provide USAID Missions overseas with direct on site security engineering support to include oversight and inspection of security systems installation projects. (e) This contract is designated as a classified contract in accordance with the National Industrial Security Program. The contractor must have a current facility clearance at least at the Top Secret level issued by the Defense Security Services (DSS). FAR Clause 52.204-2, Security Requirements, is applicable to this contract. (f) Employees working under this contract must have been subject to a background investigation by the Defense Security Service (DSS), and awarded a "Top Secret" clearance by DSS. Interim security clearances will be accepted by USAID. Contractor employees who have been granted a security clearance will not be issued a USAID Building Pass unless the contractor certifies in writing that the contract employee has signed an SF 312, Classified Information Nondisclosure Agreement, and received an initial security briefing in accordance with Chapter 3 of the National Industrial Security Program Operating Manual (NISPOM). Certification may be a Request for Visit Authorization or Letter of Consent (DISCO Form 560) provided by the contractor's Facility Security Officer (FSO). Anticipated award date is March 1, 2011. USAID anticipates posting the full RFP document on or around December 1, 2010. The current incumbent is General Dynamics Information Technology.
