- Hotel Sleeping Rooms and Meeting Space This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Parts 12 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NCNA0000-11-00828 is issued as a request for quotation. The North American Industry Classification Code (NAICS) is 721110 and the Small Business Size Standard is $6.5 million. The National Oceanic and Atmospheric Administration (NOAA) and the National Ocean Service (NOS), specifically Coastal America will hold its 3rd National Student Summit on Coastal and Ocean Issues to be held in downtown Washington, DC from February 13-17, 2011. The National Ocean Service requires the services of a facility to provide approximately 350 sleeping rooms at the Government Per Diem rate and a registration area to hold approximately 150-200 people. The facility must be compliant with the requirements of the Americans with Disabilities Act (Public Law 101-336) (42 U.S.C. 12010 et. seq.) and the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391) (15 U.S.C 2201 et. seq.) and listed on the U.S. Fire Administration Hotel and Motel National Master List found at http://www.usfa.dhs.gov/applications/hotel/. The facility must meet the following requirements: 1) Location of the facility must be in the downtown Washington, DC area with easy accessibility to METRO, restaurants and public transportation for attendees; 2) Provide Government per diem rates for a block of sleeping rooms for meeting attendees as follows: Feb. 13, 2011 - thirty (30) sleeping rooms (15 singles and 15 doubles); Feb. 14, 2011- eighty-five (85) sleeping rooms (45 singles and 40 doubles); Feb. 15, 2011- eighty-five (85) sleeping rooms (45 singles and 40 doubles); Feb. 16, 2011- eighty-five (85) sleeping rooms (45 singles and 40 doubles); Feb. 17, 2011- sixty-five (65) sleeping rooms (33 singles and 32 doubles). Note: Estimated three hundred and fifty (350) total sleeping rooms; actual room use will vary per night with final confirmation of room use by February 1, 2011. Payment will be issued only for the number of rooms actually used; 3) On the first night, the hotel shall have available a meeting space with an adjacent area that can be used for registration purposes. The meeting space and adjacent registration area shall hold approximately 150-200 people with set-up To-Be-Determined at a later date. The same meeting room space must be available for an evening reception on Feb. 14, 2011; 4) Internet access; 5) Availability of a business center for printing/copying. The resulting purchase order shall be a firm fixed price. Government preference shall be given to small businesses that can successfully meet all of the requirements. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Approach - Effectively meeting the requirements; 2) Past Performance - Provide relevant experience which describes two (2) comparable events; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Very good of its kind; eminently good, superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Marginal (M) - Minimally suitable at the lower limit; and Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-46. The provisions and clauses may be downloaded at http://arnet.gov.far. The following provisions and clauses shall apply to this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition; FAR 52.219-14, Limitations on Subcontracting; FAR 52.222-3, Convict Labor; FAR 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-50, Combating Trafficking in Persons; FAR 52.225-13, Restrictions on Certain Foreign Purchases; FAR 52.232-33, Payment be Electronic Funds Transfer-Central Contractor Registration; FAR 52.239-1, Privacy or Security Safeguards; FAR 52.222-41, Service Contract Act; and FAR 52.222-42, Statement of Equivalent Rates for Federal Hires. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov and must provide a completed copy of the Offeror Representations and Certifications. Interested contractors are invited to review the attached Statement of Work entitled "Hotel Conference Facility, 3rd Student Summit on Ocean and Climate, February 14-17, 2011" and provide an electronic response to be received no later than 12:00 pm, Eastern Standard Time, November 30, 2010 addressed to Sandra K. Contractors must submit a complete response. Incomplete responses will be returned. Offers of partial performance shall be rejected. An electronic copy in MS Word or Adobe Acrobat shall be submitted. The offer, including the letter of transmittal, shall be limited to ten (10) single sided pages. Award shall be made to the responsible contractor that offers the best value to the Government. The Government shall not be liable for any costs incurred in response to this request.
