- ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATION IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. Lajes Field AB, Azores Portugal, is requesting A&E Qualification from interested parties for Indefinite Delivery/Indefinite Quantity Contracts for Architectural and Engineering Design services, Title 1A and Title 1B Services. AE (Architect-Engineer) services for design and contract specifications to include a broad variety of maintenance and repair projects less than $5M and new construction projects less than $750K. Projects will require multi-discipline engineering services, which entail primarily commercial-industrial facilities. The scope of services shall include, but are not limited to, site visits, investigation, surveying, studies, reports assessments, development and recommendation of alternatives, calculation, measurements, product research, construction drawings, specification, and cost estimates. In addition, proper packages will be required for projects requiring for new construction and major repairs (the exterior of a facility will be altered, the volume of existing structures, facades or interior load bearing walls, and structural elements). The North American Industrial Classification Standard (NAICS) is 541310 and 541320. Expertises in the following disciplines are required: architecture, civil, structural, electrical, mechanical, landscape architecture, planning and interior design. Sub-specialties including pavement evaluation and design, roof evaluation and design, electrical power generations and distribution, fire detection and protection system evaluation and design, blast analysis, life safety studies and/or environmental aspects of infrastructure systems are desired. Familiarity with European Standards, U.S. National Building, structural, mechanical, plumbing, electrical, fire and life safety codes and Uniform Federal Accessibility Standards are required. Familiarity with DoD and air Force manuals, pamphlets, regulations, antiterrorism and force protection standards, and design standards are desired, but not required. The AE firm may be required to produce designs for asbestos abatement, containment and remediation. Each contract will be accomplished by individually negotiated, firm-fixed price delivery orders. The intent is to select one or more A&E firms from this single solicitation based on the determination of the most highly qualified firm against this criteria. The contract will cover a one-year basic ordering period with four one-year option periods. The minimum amount for the entire contract is $5,000. The maximum amount for each contract (basic and subsequent options) is $2M. SIGNIFICANT EVALUATION FACTORS (in order of importance): The A&E must demonstrate their and each key consultant's qualifications with respect to the following evaluation factors. 1. SPECIALIZED EXPERIENCE: Recent experience (within the past five years) in the type of work required or evidence of similar relevant experience (as described above) and in: a)Designing and providing construction documents for various Architectural and Engineering projects, as previously described. b)Experience with multi-phased design and construction programs. c)Performing facility planning studies which includes developing requirements, DD Form 1391 development, preparing engineering evaluations project scope, and unit guidance or parametric cost estimating. Project development will include development of alternatives, economics analysis, and analyses of proposed sites for foundation, utilities, access, constraints, and identification of environmental issues. d)On-site functional analysis and on-site schematics, space programming, and budgetary or parametric cost engineering. e)Designs and proficiency using the most current version of AutoCAD. f)Evidence of experience of both the firms and key personnel knowledge of the federal acquisition process g)AE Firm's experience in providing construction phase services (shop drawing review, record drawings preparing. h)Capability for electronic product delivery (e-mail, FTP site, internet access, etc) The A&E must provide their FTP Site in order to comply with this requirement. 2. PROFESSIONAL QUALIFICATIONS: Firms will be evaluated in terms of the technical competence by discipline (education, experience, and active registration per American or Portuguese Standards) of individuals design team members in the type of work required. At a minimum, professional registration (American Standard) or Technical Engineers National Association (Portuguese standard) is required of one individual in each of the specified disciplines. The team shall include, in addition to the more traditional disciplines, and engineers registered in the discipline of fire protection engineering and include 5 complete years of full-time experience dedicated to fire protection engineering. The team must indicate organization and office management as evidenced by management approach (management plan for these projects), and personnel roles in organization, in particular, management's approach/plan to engage and fully integrate with consultants and sub-consultants to assure that design is in compliance with standards codes, and construction practices. Experience (with present and other firms) and roles of staff members especially on projects that are currently 65% or more designed or completed during the past five (5) years addressed in evaluation factor one must be indicated. 3.CAPACITY: a) Capacity of firm and project teams to accomplish multiple, large and small projects simultaneously within different and disperse locations. b)Ability to withstand the loss of key personnel while accomplishing work within required time limits. The team must be capable to provide qualified backup staffing for key personnel to ensure continuity of services and ability to surge to meet unexpected project demands. Provide a plan on how your company will comply with this requirement. 4. PAST PERFORMANCE: Past performance ratings by government agencies and private industry with respect to work quality, performance, compliance with schedules and cost control, with emphasis on Special and MILCON design projects. a) Provide information only for projects that are currently 65% or more designed or completed during the past five (5) years from issuance of this synopsis. 5.QUALITY CONTROL PROGRAM OF THE FIRM TO ENSURE TECHNICAL ACURACY OF SUBMITTALS. A&E firms will be evaluated on the acceptability of their internal quality control program used to ensure technical accuracy and coordinating of environmental, planning, design and engineering services. 6.FIRM LOCATION: a)Accessibility to arrive on Terceira Airport within 72 hours from the Notice to Proceed of each Task order. Demonstrate your ability to comply with this requirement. 7. SUSTAINABLE DESIGN: Firms will be evaluated in terms of their knowledge and demonstrated experience in applying sustainability concepts through and integrated design approach and designing in accordance with the U.S. Green Building Council, Leadership in Energy and Environmental Design (LEED) Green Building Rating System. Identify examples indicating design team (including consultants) experience and concepts employed, LEED certification credits and points anticipated and final LEED points awarded, and LEED accredited professionals proposed for this contract. a) Demonstrate knowledge and application of sustainable design principles, including describing the use of recovered materials and achieving waste reduction and energy efficiency in site, facility, and landscape design. 8.VOLUME: Volume of work previously awarded to the firm by the Department of Defense within the past twelve months from issuance of this synopsis. a)Awards won in the past five (5) years for innovative designs from nationally recognized organizations including the salient features of design. 9.CORRESPONDENCE: Cover letters and unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response are not desired.
