- The Social Security Administration (SSA) plans to issue a solicitation for Armed Guard Security Services at the SSA Metro West Building located at 300 North Greene Street, Baltimore, Maryland, 21290, a Level IV Federal Government Facility. Security clearances will be required in the performance of this work. The contractor shall provide all management, supervision, qualified guard force personnel, materials and equipment necessary to provide Armed Guard Services at the Metro West Facility. The facility has 28 posts, five of which the contractor must provide services 24 hours per day inclusive of holidays and weekends. There are three separate employee/public building entrance locations with five separate entry points for the basement parking structure and the complex loading dock for shipping and receiving of deliveries. A separate portion of the building is dedicated to a childcare facility. This is 100% set-aside for Historically Underutilized Business Zone (HUBZone) small business concerns. Offers from other than HUBZone small business concerns will not be considered. The North American Industry Classification (NAICS) Code for this requirement is 561612 with a size standard of $18.5 million. This acquisition will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation. SSA anticipates that this competition, restricted exclusively for HUBZone small business concerns, will result in the award of one Firm Fixed Price Contract with a base period of six months and four option years, if exercised. The performance period for this effort is anticipated to begin July 1, 2011. SSA anticipates release of the solicitation (SSA-RFP-11-1005) on or about November 19, 2010. A site visit is tentatively scheduled for December 2, 2010. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. The solicitation and any related documents for this procurement will be made available to interested parties via the internet through FedBizOpps (www.fbo.gov).
