- The Government anticipates releasing a Firm-Fixed price (FFP) solicitation in mid-December for a 5-Year Requirements contract with a total estimated quantity of 947 each M870A4 40-ton low bed semitrailers with an average estimated delivery rate of 55 trailers per month. In addition to the M870A4 trailers, the solicitation may include a Production Vehicle Test (PVT), First Production Vehicle Inspection (FPVI), Shakedown Test, Log Demo/Technical Manual Validation & Verification, System Support Package, PVT Test Service Representative, ASL Kits, Instructor and Key Personnel (I&KPT) Class, and an option for a Technical Data Package (TDP). The M870A4 40-ton low bed semitrailer is a highly mobile tactical semitrailer used to transport tracked and wheeled construction, engineering and material handling equipment, weighing up to 40-tons on line-haul missions over hard surface roads, secondary roads, trails, and rough trails. Successful Contractor will be responsible for: design and manufacture of semitrailers meeting all performance requirements specified in ATPD, technical and spare parts support during Government-conducted semitrailer testing, complete spare parts provisioning, as well as development of Electronic Technical Manuals and hardcopy Technical Manuals based upon the Armys two-level (Field/Sustainment) Maintenance Concept. Each semitrailer shall include the Original Equipment Manufacturer (OEM) supplied Basic Issue Items (BII). All responsible sources may submit a proposal which shall be considered by the agency. The Government will award a contract to the offeror that; a) represents the best value to the Government, b) submits a proposal that meets all the material requirements of this solicitation, and c) meets all the responsibility criteria in accordance with FAR 9.104. It is also noted that the Maneuver Support Center of Excellence (MSCoE) is in the final stages of converting the Required Operational Capability (ROC) for Semitrailer, Low bed, Construction Equipment Transporter (SLCET) dated 5 April 1974 into the Capabilities Production Document (CPD). The CPD will not be approved at the release of the solicitation. Any award will be contingent upon the Army's approval of the CPD or a signed Directive Requirements Memorandum.
