Description
In accordance with AMS policy 3.2.2.4, the Federal Aviation Administration (FAA) announces the extension of contract DTFAWA-09-C-00073 for Technical, Acquisition, Business, Contract Management and Subject Matter Advice and Assistance Support for the (AJW-54) Voice Switching and Recording (VS&R) Group (AJW-54) and the Air-to-Ground (A/G) Voice Communications Group (AJW-55). This requirement will be included under the competitive Enterprise Communications Support Services (ECSS) contract which is expected to be awarded within the next 18 months. The purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected vendor using single source procedures and is for informational purposes only. It's not a Solicitation or Request for Proposal. The Federal Aviation Administration (FAA) is not seeking nor accepting unsolicited proposals. Pursuant to the FAA's Acquisition Management System Policy Guide, Section 3.2.2.4 Single Source Selection is permitted when "such action is determined to be in the best interest of the FAA and the Rational Basis is documented." Contract DTFAWA-09-C-00073, is awarded to CEXEC, Inc. The extension has an estimated value of $6,995,448.77 with a period of performance from February 1, 2011 to January 31, 2012, and an option to add six (6) months from February 1, 2012 to July 31, 2012. The Contractor is required to continue performance under the contract by providing quality technical, acquisition, business, contract management, and subject matter expertise. This continued effort also provides continued support to the ATC Communications Services' mission. A competitive procurement for the effort under contract DTFAWA-09-C-00073 is not feasible due to time restraints (ECSS will be awarded within eighteen months), the cost of a new procurement as well as the time required to transition from one vendor to another. CEXEC, the incumbent Contractor, has been providing support to the ATC Communications Services Program for the last several years and is the only known source able to satisfy the requirements within the needed timeframe. CEXEC possesses the unique qualifications, technical benefits, experience, past performance, expertise, and cost benefits to support the proposed requirements. It is concluded that a single source contract with CEXEC represents the lowest risk and lowest cost for the FAA as well as, the overall best value in order to meet the FAA's interim needs until ECSS completes the procurement process.
