Description
The National Park Service is defining its acquisition strategy for the solicitation and award of a fixed price contract to operate and maintain its gaseous air pollution and meteorological monitoring network. The successful contractor will be required to provide sufficient personnel, time, and materials necessary to ensure the continued operation of the NPS monitoring network (which includes continuous and integrated measurements of air gaseous pollutants and meteorological parameters), including the processing and validation of data colleccted through the network. The network currently consists of 37 locations and various types of equipment such as analyzers, data validation systems, and monitors. The monitoring stations are primarily located in pristine and wilderness-like areas. This advertisement serves to aid in determining market interest and capabilities from small business concerns for this prospective contract. The Contracting Officer is considering a total small business set aside but the CO must establish a reasonable expectation that offers would be obtained from two or more Small Business entities that are competitive in terms of market prices, quality, and delivery. Your are advised that the Government is seeking to define the applicability of the requirement with regard to the available socio economic program. From the responses to this market research, the Government will evaluate the viable options and select the final acquisition strategy. Therefore, your response to this research is instrumental in supporting your company's business interests. If the Contracting Officer is unable to determine that the above strategy is viable, the requirement may be competed on an unrestricted basis. It is anticipated that any resulting contract would be accomplished under the provisions of a fixed price contract. The NAICS Code for this requirement is 541620, Environmental Consulting, with a size standard of $7 million in average annual reciepts. This project requires the successful contractor to be a firm with substantial demonstrated experience in operating and maintaining large-scale air pollution monitoring networks. The contractor must be knowledgeable in new air pollution monitoring methods and technologies and have field experience using these methods; have sufficient knowledge and experience in doing monitoring station maintenance, field audits, instrument operations and repairs, and air quality data oversight and troublsheeting; subtantial demonstrated experience in the acquisition, processing, and validation of air quality data; expertise in the development and operation of database management systems to facilitate the validation storage, retrieval, and analysis of data generated by large scale air pollution monitoring networks; and provide the expertise to maintain and enhance the database management system proposed.
