Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Government anticipates entering into an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price contract for a minimum quantity of 1 and a maximum quantity of 68 Patrol Coastal Electro-Optics (PCEO) systems. The PCEO system is a ruggedized surveillance system with the ability to record and display thermal, TV and night vision video. The system will allow operators to identify and track potential targets at long range while at sea, in port and along the coast. This system will sit on the mast of a Patrol Coastal Ship. The FOB point for all items shall be FOB destination. Inspection and acceptance of the items shall be at destination also, with a preliminary inspection by DCMA and final acceptance at destination. Delivery of the minimum requirement is set for 30 Oct 2011. This requirement will be full and open competition for modified commercial items utilizing FAR Part 12. Award will be made based on the best value to the Government. Offerors will be required to submit product samples for testing and evaluation as part of the proposal process. The offerors must be registered with the Central Contractor Registration database, located at www.ccr.gov. The applicable NAICS classification is 334511. The solicitation will be available on or about 19 NOV 2010 via the Internet at the NSWC Crane Homepage at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx and will close on or about 07 JAN 2011.
