Description
Sole Source Justification & Approval NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization - National Capital Region located at 4215 Roberts Avenue, Ft. George G. Meade, MD 20755 intends to negotiate a sole source follow-on contract to Northrop Grumman Information Systems, located at 7575 Colshire Drive, McLean, VA 22102-7508 in support of the following requirement. The period of performance is December 1, 2010 through January 31, 2011. Requirement : Northrop Grumman Information Systems supports DISA, Information and Knowledge Management Division (CI6) by providing the key personnel required to perform requirements discovery, user support and adoption, user training, and provide subject matter experts for Microsoft SharePoint, portfolio management, records management, knowledge management, and content management. The contractor support is required to ensure CI6 is in a position to provide the resources and expertise needed to support the Agency during the transition to Ft. Meade, and prevent a gap in service on critical agency initiatives. The intent of the follow-on work is to ensure critical and uninterrupted support to DISA until a new task order can be awarded in January 2011. The Government intends to solicit, negotiate, and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however all responses received within seven (7) calendar days of the issuance of this notice will be considered by the Government. The Government will not be responsible for any cost incurred in preparation of proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to Christopher.Gray@disa.mil no later than 1700 hours EDT on November 23, 2010.
