- This is a sole source procurement pursuant to MOU with Jacksonville Port Authority to provide for emergency berthing of disabled U.S. Navy ships during destructive weather identified as tropical storms and hurricanes by the National Weather Service (NWS) and the National Oceanic and Atmospheric Administration (NOAA). The NWS and NOAA provide advanced warning of hurricanes. A Hurricane watch is issued whenever a hurricane becomes a threat to coastal areas. A hurricane warning is issued when hurricane winds of 64 miles per hour or higher, or a condition of dangerously high water and very rough seas are expected in a specific coastal area within 35 hours. The Port of Jacksonville and the Mayport Naval Station Port are not considered hurricane havens because surrounding low topography does not provide an adequate wind break to provide some sheltering from southerly and southeasterly winds. The Jacksonville Port Authority Talleyrand Marine facility would be utilized to provide shelter from destructive winds and hurricane conditions. The period of performance is for a base year of 12 months with four (4) one-year options to extend services. This is a Firm Fixed Price type contract and issued on an "unrestricted basis."
