Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is SPM4A711QA402 and the solicitation is issued as a request for quotation (RFQ) under simplified procedures at part 13.5. (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46, dated October 29, 2010. (iv) This procurement is other than full and open competition. The government intends to award utilizing a best value determination. The NAICS code is 336412 and the small business size standard is 1000. (v) Line item number 0001: 2840-01-436-1340, 5,140 each (vi) Item Description: VANE, COMPRESSOR, AIRCRAFT ENGINE CFM INTERNATIONAL, INC. (58828) P/N P201P16 MARK IAW MIL-STD-130N, DATED 17 DEC 07. CONFIGURATION CONTROL APPLIES SEE CLAUSE 52.246-9G36 (SECTION I). DSCR DOES NOT CURRENTLY HAVE AN APPROVED TECHNICAL DATA PACKAGE AVAILABLE FOR THIS NSN. DATA IS PROPRIETARY OR INSUFFICIENT FOR COMPETITIVE PROCUREMENT. - SAMPLING: 1.SAMPLING FOR INSPECTION AND TESTING SHALL BE IAW ANSI/ASQ Z1.4-2008,DATED JAN 1, 2008.ANY ALTERNATE PLAN MUST BE APPROVED BY THE PCO.A SAMPLING PLAN THAT ACCEPTS ON ZERO DEFECTS IS REQUIRED. 2.ANY DEFECTIVE ITEM DISCOVERED DURING INSPECTION MAY BE CAUSE FOR REJECTION OF THE ENTIRE CONTRACT QUANTITY. CRITICAL APPLICATION ITEM I/A/W QAP 14153 QAP-EQ001 REFNO AMEND NR B DTD 02/13/96 TYPE NUMBER (vii) Date of delivery: 500 per month beginning 255 days after receipt of order. Place of delivery: DLA Distribution Depot Oklahoma Central Rec 3301 F Ave Bldg 506 Tinker AFB, OK 73145-8000 FOB point: Origin. Inspection and Acceptance: Origin. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision at 52.212-2, Evaluation-Commercial Items, does not apply. Evaluation of offers will be in accordance with section M of the RFQ (see above), to include DSCR clauses M15C06, 52.215-9022 Contractor Past Performance Evaluation-Automated Systems, Jan 2009, and M15F32, 52.215-9G06, Evaluation and Award, May 2009. For the purposes of this solicitation, the box "approximately equal to cost or price" in paragraph "b" of clause M15F31 is checked, and the box "ABVS Score/PPIRS-SR Assessments" in paragraph "e" of clause M15F32 is checked. (x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, (Aug 2009) with offers. (xi) Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) Alternate offerors must submit a complete technical data package. DLAD clauses 52.217-9002, Conditions for Evaluation and Acceptance of Offers for Part Numbered Items (April 2010) and 52.211-9042, Additional Documentation Requirements for Source Approval Request-Critical Application Item and Critical Safety Item (April 0008) apply. (xiv) The Defense Priorities and Allocations System (DPAS) assigned rating is DO-A1.
