- Conference Centerfor the Federal Executive Institute Toxic Release Inventory Program Division, Office of Environmental Information Course Statement of Work Purpose The purpose of this procurement is to obtain a facility offering conference and meeting services for an executive development program within 70 miles (north or east) of Charlottesville, VA for the Federal Executive Institute. The Federal Executive Institute (FEI) is the federal government’s premier leadership development center. Since 1968, FEI has operated executive education programs for GS-15s and members of the Senior Executive Service (SES). At present, these programs include a four-week Leadership for a Democratic Society (LDS) program, offered ten times per fiscal year and a variety of open-enrollment and custom-designed programs through FEI’s Custom Solutions Program. FEI offers residential programs on its campus in Charlottesville, VA. It is seeking to replicate this campus experience. Objectives The objectives of this procurement are to identify a conference and retreat facility that is designed and focused upon supporting the patrons in the successful execution of their conference/learning/retreat. Specific requirements include: a.a campus-like setting consistent with FEI’s Charlottesville, VA facility. b.conference services, (e.g., meeting, on site audio visual and other support) appropriate for executive participation. c.food and beverage services (breakfast, lunch, dinner and break service) featuring a variety of selections, including health-conscious options d.meeting rooms suitable for top-level executives. e.a location that supports a high-quality learning environment for executives participating in FEI’s programs. Program Dates The program will be held January 24-27, 2011. Location Requirements The contractor must be in the following area: a.Within 70 miles (north or east) of Charlottesville, VA. Engineered Experience a. Outdoor recreational areas. (on site or in close proximity) b. Staff that exhibits enthusiasm for customer service. c. Flexibility in meeting program design needs. d. Ability to collaborate with our staff in designing and delivering the experiences. Facility staff anticipates and handles any external activities that might negatively impact program. e. Focus on the total experience as one that clients will feel is exemplary. f. On site and off-hours recreational or entertainment facilities g. Off site and off hours recreation and entertainment near by. h. Accessibility (within 20 miles) to historical sites (Civil, Revolutionary War sites, historic monuments, etc.) i. Conference or retreat like facility. j. On site fitness center. Lodging Requirements a.The contractor must provide individual sleeping accommodations for approximately 33 people from January 24-27, 2011. Conference center is not to exceed 300 guest rooms total. b.All rooms need to be of equal (executive level) quality. c.Must have rooms accessible to handicapped individual available, if necessary. d.Access to the internet in bedrooms. Meal Requirements a.The contractor will provide meals (breakfast, lunch and dinner) for approximately 33 people beginning with lunch on January 24, 2011. b.Program will end at 1:00 pm January 27, 2011. c.The contractor must provide light appetizers and beverages for a social/networking time (cash bar) each evening before dinner. d.If necessary the contractor will provide a subcontractor to cater the event. e.The contractor/subcontractor must accommodate any special dietary needs. f.The meals must be of high quality and offer a wide variety of healthy, nutritious and flavorful food options. g.Meals with a variety of choices throughout the program. Break Service Requirements a.The contractor/subcontractor will provide continuous break service daily to include; coffee, tea, sodas, juice, bottled water, and a light snacks. b.Beverages available from 8:30 a.m. to 9:00 p.m. each day. c.The break service must be of high quality and offer a wide variety of healthy, nutritious and flavorful food options. d.The break area must be in or adjacent to the meeting room. Meeting Space Requirements a.The contractor will provide one large conference room. Conference room must seat 30 people in configurations of 5 crescent round tables each accommodating five people max. The contractor will provide one oblong table in back of room for approximately 6 people each. b.There must be 2 additional rooms available for group breakout sessions with space to accommodate 33 people. Breakout session rooms must be in same building as conference room. c.The rooms must be accessible to handicapped individuals. d.The rooms must allow 7:30 a.m. to 9:00 p.m. access pre and during the program. e.A small oblong table is needed outside of the room on the first day to facilitate the registration process. f.An easel, stand, or other appropriate display for the session should be available. g.There must be no change in meeting location for the duration of each program. Audio Visual and Information Technology Requirements The contractor must provide audiovisual and information technology presentation support in the meeting room. FEI may elect to provide some of the support hardware listed. On call technical assistance is required during all program sessions. Please provide daily rental rates for the following items. a.Flip charts and markers (for each table and two for instructor) b.Computer and LCD projector c.In room audio system d.Wireless Microphone e.Wireless Presentation Remote f.VHS player g.DVD player h.Variable lighting i.Flexibility in room set j.On-site and on-call technical support k.Access to the internet in classroom. Proposal Submission Evaluation and Award Respondents must be primary provider of all services. No submissions from third party providers will be considered. Proposals submitted under this Statement of Work will be evaluated, and a contractor selected, based on both technical and cost considerations. Please provide cost proposal information separately from the technical proposal. Please include a daily breakdown, as well as a total cost. The cost proposal must include the attached pricing form provided by the Federal Executive Institute. The technical proposal should include details describing contractor’s ability to provide the service requirements listed above. The Federal Executive Institute will select the contractor, whose offer provides the best value to the government, considering primarily technical factors and secondarily price. The award may be made without discussion. Proposals should be sent to the point of contact in this announcement ONLY – beware of third party solicitations. The cost summary sheet shall be included with your price proposal for bid to be considered by the selection committee. The Federal Executive Institute is a tax exempt entity; please do not include taxes in proposal.
