Description
SF 1449 Addendum - solicitation continued SF 1449 - solicitation Cover Letter This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the Federal Acquisition Regulations (FAR) Part 12 and Part 13, as supplemented with additional information included in this notice. The Social Security Administration (SSA) in Region 10 has a requirement for a contractor to provide Regional Medical Advisor (RMA) services. The Social Security Administration (SSA) utilizes the services of licensed contract physicians, psychologists, and other professional health care providers to make informed decisions on disability policy and individual disability cases. These medical consultant contractors (MCCs) assess and document impairment severity in SSA disability claims. They also help SSA craft policies and practices that reflect current knowledge of the professional health care community. In the capacity of the RMA, the contractor will serve as a principal technical consultant to the SSA Regional Office in the medical aspects of the disability program. The contractor will combine clinical medical knowledge with administrative, interpersonal, and teaching skills to identify and assist in the resolution of issues or problems arising in the SSA disability program. The primary services performed by the contractor include: •• quality assurance reviews of case review work performed by Regional Medical Consultants (MCCs) or Disability Determination Service Medical Consultants (DDS MCs); •• independent case reviews; and •• a broad range of medical consulting services. The contractor will perform most case processing at a computer terminal. Medical records and case folder documentation are viewed, processed, and stored electronically. The contractor must interact with disability reviewers, adjudicators, medical providers, and MCCs. The contractor will have no contact with the claimant nor will he/she have clinical responsibility. The BPA's period of performance is approximately April 1, 2011 or date of award, whichever is later, through March 31, 2016. The government intends to award a single Blanket Purchase Agreement (BPA) for RMA services as a result of this solicitation. To be eligible for an award, Offerors must be registered in the Central Contractor Registration (CCR) database. Registration may be done through the CCR website at http://www.ccr.gov. The awardee will be required to undergo a security background screening which will include completion of fingerprint cards before beginning performance under the contract. Quotations in response to this combined synopsis/solicitation are due no later than 12:00pm PT on December 17, 2010. All questions regarding this RFQ may only be submitted by email to Linda.Shaw@ssa.gov no later than noon PT on December 6, 2010. E-mail communications shall include the offeror's name, point of contact, e-mail address, and phone number. Questions and their respective answers will be made available to all prospective offerors in the form of solicitation amendments.
