Description
The Naval Air Warfare Center, Weapons Division (NAWCWD), China Lake, CA intends to award a three year firm-fixed price, indefinite-delivery, indefinite-quantity (FFP-IDIQ) contract for the following products: 86 each KGR/V-135A with a maximum of 300 units, a minimum of 15 each ISM-1000 with a maximum of 63 units, and a minimum of 11 each SP10-135AQN Key Generator Receivers with a maximum of 48 units on a sole source basis to L3 Communications Telemetry-East, 1519 Grundy's Lane, Bristol, PA 19007, since L3 Communications Telemetry-East is the only National Security Agency (NSA) approved supplier for these products. All deliveries of these products will be delivered to NAWCWD, China Lake, CA 93555. The KGR-135A is a ground unit, made for rack mounting, to decrypt an encrypted telemetry stream and is typically used in a range environment. The ISM-1000 is a telemetry encryption unit designed for weapons and launch vehicles. The SP10-135A is an airborn unit which encrypts aircraft telemetry data stream signals. These three units comprise a system allowing the encryption of telemetry on aircraft or weapons which can then be decrypted in matched ground equipment. Respondents, other than the above, should submit, at a minimum, their qualifications and any other information considered pertinent to the requirement to the Contracting Officer no later than 45 days after the publication date of this notice. It must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the materials without causing programmatic hardship. All responsible sources may submit a capability statement which shall be considered by the agency. Anticipated award date is March 15th, 2011. Respond to John P. McLaughlin, by email (preferred) to john.p.mclaughlin@navy.mil, fax to (760) 939-3095, or mail to Commander Code 220000D, NAWCWD, 429 E Bowen Ave, MS 4015, China Lake, CA 93555-6108.
