Q. Page 3 of 127, Paragraph 4 clarification: The delivery schedules willrequire the contractor to begin deliveries 6-9 months after issuance of thefirst delivery order and complete deliveries no later than 12 months aftereach delivery order. A. The delivery schedules will require the contractor to complete deliveriesno later than 12 months after each delivery order. Q. On Page 6 of 127, Section B. Supplies and services: The table asks for thecost of tungsten. Is the cost desired, the Tungsten powder in $/pound xpounds used per 2080 spheres times 50 for the FAT lot and per unit in eachrange? And what does For Front mean in the per unit range heading? A. Yes and for front has no meaning. Q. Page 17 of 127, paragraph 4.4.1: The Strength of Design (SOD) temperaturerequirements are indicated as -40OC and +52OC. Is this correct? A. The SOD temperatures should be -46C and +63C. Q. Page 25 of 127: The propellant samples identified for delivery areinconsistent with previous requirements and would likely result in five, fivepound shipments (twenty-five pounds total) of the same propellant lot, toARDEC, in the base year. Is this what is intended? A. The USG only requires one 5lb propellant sample for each new propellantlot as stated in Section 3.2 of the SOW. Q. Page 106 of 127: Paragraph 9 states: in Volume II the Government requeststhe Offeror provide material costs (exclusive of overhead, G&A and profit) forthe following material items: Projectile, Tungsten, Propellant, Cartridge CaseLiners, Ullage Reducer, Primer, LAP, Cartridge Cases and Packaging (includingcontainers, inserts, and pallets), for each ordering period. This criteriawill not be evaluated during the selection process. If this information willnot be evaluated, why has it been requested? A. This criteria has no bearing on evaluation and it has only been requested.Proposals are not required to have this information. Q. Section B: The FAT rounds are identified as the 30 lethality and 20Strength of design (50 Total) test rounds. Does the USG desire the ChargeEstablishment and Charge Validation cartridges to be included with the M1040Cartridge FAT CLIN or within the cartridge production unit price CLINs? A. The CE and CV cartridges should be included into the production cartridgeunit price. The USG does not want separate CLIN. Q. Section B: The CLINs for the M148A1B1 (CLIN 0007, 0010 & 0013) steelcartridge cases do not have an associated FAT CLIN. Where does the USG desirethe cost for the 30 Excess Pressure Ballistic Test (EPBT) cartridges to beincluded? A. Please include the costs into the cartridge case unit costs for thosespecific CLINS. Q. Are contractors open to bid financing options at our own discretion? E.g.,PBPs, Progress Payments, cost vouchers since the RFP does not indicate whattype of document is required for invoicing and Progress Payments clause(52.232-16) is not included. A. Financing options will be determined after contract award. Q. What is the Governments reasoning for using the EPA clause, FAR 52.216-4000 (JM&L 183) Actual Cost method instead of EPA clause FAR 52.216-4001 (JM&L184) Index Method? A. It is very difficult to establish an index that is precise to the commodityyou are buying (Tungsten). Also, there is a three month lag on the Bureau ofLabor Statistics (BLS) indices and when the indices become actual. It shouldbe noted in regards to the 10% ceiling, the 10% is on the unit price not thecommodity price. Clarification: Page 23 of 127: Please see the followingcorrections/clarifications: Propellant Charge Establishment (CE from DTL Para 4.4.4.1) should be 9cartridges, not 24 (per Propellant lot). Propellant Charge Verification (CV from DTL Para 4.4.4.2) should be 15cartridges, not 20. Excess Pressure Ballistic Test (EPBT from DTL Para 4.4.10.1) is not listed andwould be required for any new cartridge case production and would be 30cartridges.Cartridge quantities for Lot 1 & Lot 2 should be TBD based on the ID/IQrequirements. The LAT lines in this section should read 30 cartridges instead of 45cartridges.
