Description
This document contains the RFP, Statement of Objectives, and all necessary documentation to complete your proposal. 1. The DOD Teleport System, as part of the DISN Long Haul Block, links the deployed warfighter to the sustaining base. The DOD Teleport System provides centralized integration capabilities, contingency capacity, and the necessary interfaces to access the Defense Information System Network (DISN) in a seamless, interoperable, and economical manner. Using technology insertion, the capabilities of the DOD Teleport System will be enhanced, as the warfighter's information technology needs advance. The DOD Teleport System provides deployed fighters a point of presence into the DISN long haul services with high throughput, and multi-band, multi-mode telecommunications that will be constructed so that new technology can be easily inserted as the needs of the warfighter evolve. The TPO requires senior level integration and program management support who will directly support the TPO Program Manager, Deputy Program Manager, and Chief Engineer. This requirement will provide System Engineering, Program Management, and Technical support to the C, X, Ku, and Ka-band satellite capabilities, Ultra High Frequency (UHF), Extremely High Frequency (EHF), (Low Data Rate [LDR] and Medium Data Rate [MDR]), and Advanced EHF SATCOM Systems capabilities to provide communications and intranet protocol (IP) connectivity for deployed tactical communications systems. 2. This requirement is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The NAICS code for this requirement is 541330, Engineering Services, small business size $4,500,000.00. The Small Business Competitiveness Demonstration Program is not applicable. The clauses at 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. Questions regarding this RFP must be submitted in writing, no later than 9:00 A.M. EST 22 November 2010. Questions received after this date may not be answered. Please submit your questions using the subject title of " PM Direct Support - HC1047-11-R-4000." Telephonic questions will not be accepted. 3. The Government intends to award a single Firm Fixed Price contract resulting from this RFP. The performance period will be one base year plus 4 one year option periods. Section 508 Accessibility Standards do apply to this requirement.
