Description
Amendment 0003 to remove 50-mile restriction and notify contractors that expenses associated with the performance of the contract must be included in proposals. The Federal Bureau of Prisons, Central Office Business Office is seeking quotes from qualified parties iinterested in providing Technical Writing Services to the Health Services Division. Responsibilitis will include: Create a comprehensive curriculum for the development of correctional health care executives. This curriculum shall meet the following criteria: Be based on the five identified and validated BOP MRC Warden competencies: Exhibits health care acumen and passion Leverages health care resources Employs systems management principles Demonstrates empathy Adheres to health care accreditation standards Include knowledge and skills related to all health care services delivered in the BOP national health care system (i.e., medical, dental, laboratory, pharmacy, radiography, infection control, restorative therapies, health information management, and medical specialty services) Incorporate evidence-based correctional management practice in every module Adhere to current principles of adult learning regarding methods and materials (e.g., multi-modal approaches, interactive and learner-centered activities, credit-worthy as assessed using an evaluation tool such as Kirkpatrick's Levels of Assessment or similar tool, etc.) Have learning assessment tools for each module that require the learner to use critical thinking skills and synthesize learned concepts Using the comprehensive curriculum for correctional health care executives, extrapolate and expand the requisite material of an analogous curriculum for correctional health services administrators (HSAs) to manage the health services unit within a non-MRC facility. This HSA curriculum should meet the criteria stated above in 1.b.-e. Identify and validate competencies for correctional health services administrators in collaboration with the BOP's National HSA and Regional HSAs. These competencies may include, but are not limited to the competencies identified and listed above for MRC Wardens. Conduct and document a comprehensive mission analysis of four BOP Medical Referral Centers (FMC Devens, FMC Rochester, FMC Lexington, and USMCFP Springfield) with a focus on health care executive leadership, adequacy of the physical plant, and existing programs. This task will require collaboration with a team of BOP leaders appointed by the Deputy Assistant Director, HSD. A single-award, indefinite-delivery Requirements type contract with firm-fixed prices is anticipated. For the purpose of this contract, the term "session" will equal one (1) hour. This acquisition is being conducted pursuant to Federal Acquisition Regulations (FAR) parts 12 and 13.5. Interested parties will be evaluated based on the criteria identified in the solicitation and in the attached statement of work. Evaluation will be "go/no go" meaning ALL identified criteria must be met to be considered for award. Award will be based on lowest price offered to the Government amoung technically acceptable responses. A technically acceptable response is defined as one that meets all of the minimum technical requirements identified in the Statement of Work. This solicitation will be distributed solely through the General Services Administrations Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure the most up-to-date information about this acquisition is obtained. Hard copies of the solicitation will not be made available. The website provides all downloading instructions to obtain a paper copy of the solicitation. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. Failure to satisfy this requirement will result in immediate exclusion from any award consideration. The website for registration is www.ccr.gov. In addition, interested parties should also be registered or complete the On-line Representations and Certifications Application (ORCA). The due date annotated on the FEDBIZOPPS announcement as 11/26/2010 @ 5:00PM EST is the correct due date. Refer to Amendment 0002 in the attached documents. AMENDMENT 0003 An amendment has been issued on 11/18/2010 to remove the 50-mile restriction. Additionally, this amendment notifies contractors that proposals must include a Firm-Fixed-Price reflecting all fees associated with performing the services of this requirement - in particular travel fees. The Federal Bureau of Prisons will not be responsible for travel related fees incurred in performing the services of this contract, this includes - but is not limited to travel, per diem and lodging. Contractors should take this into consideration when preparing their proposals. Refer to Amendment 0003 in the attached documents.
