Description
The National Institute of Health intends to award a firm fixed price purchase order with two option periods to Julie Maltagliati, Datonya, Florida, on a sole source basis under the authority of FAR 6.302-1, Only One Responsible, No Other Supplier or Services Will Satisfy Agency Requirement, 41.U.S.C. 253 (c)(1). This requirement is to provide research services to support writing and editing performed by a Senior Investigator during non-business hours at short notice. Work often is performed overnight and on weekends from Monday through Friday, 5:00 pm through 6:00 am, and Saturday and Sunday, 10:00 am through 10:00 pm. This job requires in-depth knowledge and expertise to prepare complex manuscripts, technical reports, fact sheets, news releases, brochures, feature stories, and background statements within critical time periods. In depth medical terminology, knowledge of critical care research policies and activities, advanced computer and word processing skills is required for these services. The intended procurement will be classified under North American Industry Classification System Code 561410, with a size standard of $5M. The requirement is being processed in accordance with the simplified acquisition procedures as stated in FAR 13.106-(b)(1). The Period of Performance is for a one (1) year base period with two (2) twelve month option periods. If there are any responsible contractors who meet the capabilities cited to perform the requirement, they may submit experience, capabilities, and qualifications as outlined above which will be considered by the NIH. This notice of intent is not a request for competitive proposals. However, all information received within the fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon reasons to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
