- FA7000-11-T-0004 Solicitation with amendment incorporated. This document contains the most recent salient characteristics. All other terms and conditions remain the same. Salient Characteristics on this solicitation are not valid. All other terms and conditions remain the same. The purpose of this Amendment is to: 1. Modify salient characteristics within: a. This pre-solicitation b. The solicitation 2. Incorporate as attachments: a. The Solicitation (prior to modifying salient characteristics) b. The Summary of Changes c. The Solicitation with the incorporation of amendment and salient characteristics. This is a pre-solicitation notice for a CO2 Laser Cutter for the Dean of Faculty at the United States Air Force Academy. 0001: One (1) LASER Photonics SBM1200M, or equal. Quote shall include delivery (FOB Destination), installation and training, and UID Tags. The salient characteristics will be included in the solicitation. It is the government's intent to issue a Request for Quotation, FA7000-11-T-0004 in support of awarding a Firm-Fixed Price purchase order. Delivery is no later than 01 March 2011 but is desired as soon as possible. This requirement will be set aside for small businesses. The North American Industry Classification System Code (NAICS) is 333512 and the small business size standard is 500 employees. It is anticipated the solicitation will be issued electronically on or about 12 November 2011 on the Federal Business Opportunities (FBO) web page at http://www/fbo.gov. Due date for receipt of quotation will be indicated in the solicitation document when it is released. Once the solicitation is posted on FBO, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. Offerors must be registered with Central Contractor Registration (CCR) or may be not be considered for award. Registration can be accomplished at http://www.ccr.gov. As of 1 Jan 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitation as part of the proposal submission process. Representation and Certification are to be accomplished in the database at httpps://orca.bpn.gov/. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com. The Government will award a contract resulting from this solicitation to the responsive responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The following factors shall be used to evaluate proposals: Award will be made on the basis of determining the technically acceptable offer with the lowest evaluated price which meets or exceeds the salient characteristics of this requirement as listed below: REVISED SALIENT CHARACTERISTICS: -Shall be a 400W or greater, pulsed CO2 Laser with a sealed C02 Laser Tube -Shall have a repeatable positioning accuracy of ± 0.002" or better -Shall have a minimal addressable resolution of ± 0.001" or better -Shall have a variable output suitable for etching soft organic materials at the low end and cutting some metals at the high end (40W-400W). -Shall be able to cut 0.0625 stainless steel in a single pass, thicker metals possible with multiple passes/slower cut speeds. -Shall have 48" x 48" x 3.5" (x, y, and z respectively) cutting area/volume -Shall have a maximum worksheet loading capacity of 200 pounds or better -Shall have an integrated visible aiming beam -Shall have Linear direct drive motors for X and Y cutter head travel -Shall have all the required cooling for the 400W sealed Laser Tube - the chiller should be closed loop requiring only power from the facility. -Shall have fume extractor/filter for cutting organic materials and coated metals -Shall have Class 1 laser safety enclosure -Shall have no optical system alignment, no laser service necessary -Shall require only electrical facility interface. -Shall have cut speeds no slower than: X = 1,200 in/min and Y = 1,200 in/min -Shall have rapid rates no slower than: X = 2,300 in/min and Y = 2,300 in/min -Shall require no beam delivery system maintenance -Shall have software controlled X-Y alignment and orthagonality -Shall have no mechanical moving parts in the laser head -Shall have a 2yr warranty or better -Shall be Ethernet ready and Plug & Play capable -Shall have fully software-controlled mechanical geometry alignment eliminating special requirements for installation -Shall have flying optics beam delivery system -Shall have high quality output (accuracy and precision) due to fully digital drive and servo algorithms Shall include: -Aluminum Table Cover -Computer Control Terminal with Monitor -Training (2 days) Shall be capable ofcutting and engraving the following materials: • Hydro-form parts cutting • Pressure transducers • Anodized aluminum • Coated metals • Blank cutting • Plate cutting • Composites • Stainless steel • Aluminum • Titanium • Graphite • Ceramic • Leather • Copper • Rubber • Marble • Fabrics • Stone • Wood • Steel FORMER SALIENT CHARACTERISTICS: -Shall have a wave length of 1075 nm +/- 5 -Shall have a repeatable positioning accuracy of ± 0.25" or better -Shall have a minimal addressable resolution of ± 0.0254" or better -Shall have output power of 50-500W standard, up to 5,000W optical or better -Shall have x-axis travel of 4" or better -Shall have a maximum worksheet loading capacity of 200 pounds or better -Shall have an integrated visible aiming beam -Shall have a direct drive feed method -Shall have a linear, circular, helical, and spherical interpolation motion capability -Shall have an integrated h-speed position synchronized output for laser firing -Shall have X, Y, and Z axis direct drive -Shall have a water cooling system Requires a turnkey cutting system. Additional products required: -Chiller for 400 watt CO2 -Final lens (3.5" & 7.5") -Fume Extractor -Control Software - Bobcad and G-Code, or equal -Aluminum Table Cover -Computer Control Terminal with Monitor Offerors will be evaluated on a pass or fail basis to determine whether the proposed laser meets the salient physical, functional, or performance characteristics as stated herein. 5352.201-9101 OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
