Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source as this is a follow-on contract, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. This contract action was not awarded as a fixed price type because uncertainties involved in contract performance did not permit costs to be estimated with sufficient accuracy to use any type of fixed price contract. As such, a cost-reimbursement type action was awarded (FAR 16.301-2). This notice is for Modification P00055 to Contract DASG60-02-D-0006, titled Warfighter Analysis & Integration increasing the contract value by $11,879,381. The basic award of Contract DASG60-02-D-0006, an ID/IQ contract, was made to Science Applications International Corporation (SAIC) on 17 Dec 01 as a result of full and open competition. A full and open competitive follow-on requirement was solicited, evaluated, and contract awards were made, followed by a CICA stay of performance due to a GAO Protest on the awards. Although the protest was withdrawn on 16 Nov 2010, there is insufficient contract value remaining to support all of the existing critical requirements during the transition period to the new Warfighter contract vehicles. A Justification and Approval (J&A) For Other Than Full and Open Competition Document Control No. JA 2010-30, was approved on 20 Sep 2010 for this contract modification. The total proposed value of this action is $11,879,381 for 126,045 DPPH to provide continued support pending transition to the new contract vehicle(s), with the contract period of performance extended to 31 Jan 11.
