- Solicitation Number: W91QF411R0004 Notice Type: Special Notice Synopsis: This is a notification that the Mission and Installation Contracting Command, Fort Leavenworth, intends to award a sole-source, firm-fixed price contract under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements to Cubic Applications, Inc. The associated North American Industrial Classification System (NAICS) code for this procurement is 541690, with a small business size standard of $7.0M. The requirement is an interim effort to continue mission critical contractor support to the U.S. Army National Simulation Center (NSC) until the new follow-on contract can be awarded. The award of a sole source contract is required for non-personal, non-commercial services to facilitate developing the Live, Virtual, Constructive and Gaming (LVCG) Training Aids, Devices, Simulations and Stimulators (TADSS) and the Army Integrated Training Environment (Army-ITE) in support of Army Training Strategies for NSC at Fort Leavenworth, KS. This effort requires subject matter expertise to assist the Government in accomplishing the interrelated and assigned tasks aligned with the regulatory combat development process and understanding approved and emerging Army training strategies. The Army-ITE, with LVCG support, creates the training environment needed for combat staff and military leaders by replicating the constant changing combat operational environments in a full range of spectrums. This contract will enable NSC to continue an enhanced level of Modeling and Simulation by teams of highly qualified and experienced subject matter experts that provide training support to the Army with state of the art training simulation/simulators. The Government requires the following: Contract support to NSC in successfully developing the Live, Virtual, Constructive and Gaming (LVCG) Training Aids, Devices, Simulations and Stimulators (TADSS) and the Army Integrated Training Environment (Army-ITE) in support of Army Training Strategies. The LVCG-TADSS along with the LVCG-ITE creates a relevant training environment which replicates the constantly changing operational environment. The NSC develops these capabilities within the prescribed Department of Defense, Department of the Army and TRADOC directives and regulations. These combat development missions are enduring which necessitates the NSC to synchronize their requirements reviews and revisions with the Joint Capabilities Integration Development System (JCIDS), a three year process, and the Capabilities Life Cycle Management System, a 10 year process. To achieve the LVCG-ITE for the Army, the NSC requires contractor assistance to successfully develop LVCG-TADSS and the LVCG-ITE in support of Army Training Strategies. Specifically, the tasks that require routine synchronization are as follows: Combat Development, requirement definition of the capability; Verification, Validation and Accreditation (VV&A), testing and certifying capabilities; fielding, assisting the material developer in providing the capabilities across the Army; Exercise Support, assisting the Army Commands in utilizing the capabilities; Battle Command Training Support Program (BCTSP); and Battle Command Training Capabilities (BCTC) development, defining and coordinating the facilities, manpower, networks, sustainment costs necessary for the Army Commands to properly use the capabilities. Additionally, the NSC provides support services to the TCMs; Virtual, Constructive, Gaming and LVCG-ITE, to accomplish their assigned task. These services are as follows: Prototyping through the LVCG Laboratory; Information Assurance through Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) experts and general services; communications, facility, security and information network support. The resultant contract will be a firm fixed price contract and will commence upon the expiration of the current Bridge contract, 28 April 2011, and run until 27 April 2012. Fiscal Year (FY) 2011 Operational and Maintenance (OMA) funds will be utilized for the base period. This notice is not a request for quotations. The contractor identified is the only known source for the subject requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical and pricing information. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government.
