- Notice of Intent to Award a Sole Source ContractCommon Data Link (CDL)CDL Waveform Compliance Test Sets (CWCTs) This is a Notice of Intent to Award a Sole Source Contract. The Department of the Air Force, HQ ESC/HNAB, Waveforms Branch, CDL, plans to award a Firm Fixed Price (FFP) contract to AVTEC Systems, a wholly owned subsidiary of Integral Systems, 14432 Albemarle Point Place, Chantilly, VA 20151 to complete the design, development, and verification of two Government CDL Test Sets. Upon completion, each CDL Test Set will be referred to as a CWCT. The CWCT shall be an independent standardized laboratory test asset used to determine the extent to which a CDL terminal or Unit Under Test (UUT) complies with the Performance Specification for the Standard CDL (STD-CDL) Waveform Specification 7681990, Revision G. The Government intends to award a sole source contract in Dec 2010 to complete the design, development and verification of two CWCTs. The Government shall retain non-exclusive unlimited rights to use, modify, release, reproduce, perform, display or disclose technical data pertaining to items, components, or processes developed for the CWCTs. This contracting action has an estimated value of less than $3M. Under the contemplated contract, the following efforts shall be achieved without exception: a.Complete the CDL Test Set (hardware, firmware, software) design and demonstrate low data rate CDL Compliance testing within 30 days of contract award using available Government Furnished Equipment (GFE) and partially completed Government Furnished Information (GFI). b.Integrate over 350 discrete (unassembled) Government CDL Test Set system components, made available as GFE, within 30 days of contract award. All shipping and handling associated with using any GFE shall be the responsibility of the contractor.c.Verify the GFE CDL Test Set is capable of operating as a Surface Communication Element (SCE) for compliance testing of a CDL Platform Communications Element (PCE) within 90 days of contract. All shipping and handling associated with using any GFE during SCE verification shall be the responsibility of the contractor.d.Development and delivery of data as required by the Contract Data Requirements List (CDRL)e.Support of a Government Operational Assessmentf.Contractor led performance demonstrations, functional acceptance testing and qualification testing. All shipping and handling associated with using any GFE during any performance demonstration, functional acceptance test, or qualification test shall be the responsibility of the contractor.g.Program Management to include Data Management, Cost Management, and Configuration Managementh.System Engineering and Risk Managementi.Technical support and training following qualification testing to facilitate transition of the completed CWCTs into the Joint Interoperability Test Command (JITC) CDL laboratory and testing environment To obtain a copy of the full requirements as documented in the Statement of Work, please contact Ms. Lynn Blanch by email, lynn.blanch.ctr@hanscom.af.mil, or call 781-377-3709. If a firm believes it is capable of meeting the Government's requirements for the completion of the CWCTs, it may identify interest and capability to the Government by email. Interested firms must indicate whether they are a large, small, small disadvantaged, 8(a) concern, women-owned, veteran-owned, service-disabled veteran-owned, HUB Zone small business, and whether they are US or foreign owned. Any firms interested in subcontract opportunities should contact AVTEC Systems directly. If no affirmative written responses are received by 1700 EST 08 Dec 2010, a Sole Source Contract will be pursued with AVTEC Systems under statutory authority 10 U.S.C. 2304(c)(1) set forth in FAR 6.302-1(a)(2) titled "Only One Responsible Source" and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will ! normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
