Description
The U.S. Army Corps of Engineers, Afghanistan Engineer District-North, plans to solicit for, and award, a SATOC for services, to support filling employment requirements in the fields of Quality Assurance Representatives, Engineers, Project Managers, Deputy Resident Engineers, Architects, Safety Officers, Administrative Officers, Translators, Schedulers and other support staff employees. Task Orders may include, but not be limited to, providing employees to fill positions. The anticipated dollar magnitude for a majority of task orders under the SATOC will range in value from $500K to $1M, but there may instances in which a task order will approach $2M. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform 20%-25% of the contract work with his/her own employees. Contract awards will be based on the Best Value Trade-off process. The anticipated solicitation issuance date is on or about 21 March 2011, with the award scheduled for on or about 13 June 2011. Total programmatic capacity for the SATOC is $45M. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Offerors response to this synopsis shall be limited to five (5) pages and shall include the following information: 1.Offerors name, address, points of contact, phone numbers, and e-mail addresses. 2.Offerors interest in bidding on the solicitation when it is issued. 3.Offerors capability to perform a contract of this magnitude and complexity. Provide an example of offerors in-house capability to provide quality, trained and educated employees capable of performing the tasks and duties set forth in the duty descriptions enclosed with this synopsis/market survey, to include a brief description of the process in which you will recruit new employees to fill these positions, what places you will attempt to recruit new professionals, what other contracts you have had in the past that are similar to this solicitation. 4.Offerors Joint Venture information if applicable-existing and potential. 5.Familiarity with DBA Insurance and processing of claims. Insures conformance with safety standards and procedures 3)Plans, develops and exercises staff supervision over activities related to environmental health hazards, such as sight and hearing conservation programs, exposures to temperature extremes, toxic materials and ionizing radiation; personal health and sanitation, physical examinations of personnel for safety purposes, inoculation, vaccination and immunization of personnel standards for drinking water, toilet, sewage and other sanitary facilities 4)Serves as advisor to Boards of Investigation in connection with investigation of fatalities to Government or contractor or military personnel and major property damage accidents involving Government, contractor property or equipment 5)Provides technical direction and assistance, as required on work to be accomplished 6)Participates in conferences and discussions with representatives of technical divisions of the district and offices of higher echelons, representatives of using services, contract forces, other Government agencies, and equipment suppliers 7)Coordinates, plans, and evaluates safety training courses.
