- DEPARTMENT OF VETERANS AFFAIRS VISN 20, VA NW Healthcare System, South Branch Contracting, Vancouver WA, 98662 intends to award a single source Firm Fixed Price contract and will utilize procedures under FAR Part 13.106(b)(1), with S. Brooks & Associates Inc. 1130 NE Alberta St. Portland, OR 97211 as the only source reasonably available per 10 U.S.C. 2304 (c) (1) & FAR 6.302-1 & VAR 806.3 capable of providing the recently retired full time employee that performed the function of Emergency Room(ED) Bed Control Assistant. This person was previously employed as a FTE VA employee who recently separated from Federal Service. It is essential to retain the experience of this employee as a temporary contracted staff member through September 30, 2011 for continuity of services and decrease the workload until a new FTE can be hired and trained. Currently there is a hiring freeze for this position and it is vital to the operations of the Emergency Room Department to retain the experience and provide a capable, trained person to fill it to reduce the current staff workload and not create an overtime situation. Per (IL) 049-07-08, S Brooks & Associates Inc. is a VOSB vendor and contracting with them for the services of the Temporary Assistant meets the spirit of the Veterans First Contracting Program and realizes the lowest cost and thus makes this procurement in the best interest of the VA. This notice of intent is not a request for proposals or quotations. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government in the future. Interested parties may identify their capabilities by responding to this requirement and considered for future reference. All information submitted should support the capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a bona fide capability to provide these items.
