- ISIS (MFOQA) Contract Synopsis for AFNWC/PKOA Services Non-Personal: The Air Force intends to solicit and negotiate a competitive contract for the acquisition of non-personal services listed below. Scope of Services: The contractor shall provide all labor, tools, and equipment, parts, transportation and other incidentals necessary to support the development and sustainment of software for Military Flight Operations Quality Assurance (MFOQA) analyses and Aviation Safety Action Program (ASAP) for Headquarters Air Force Safety Center, Aviation Safety Division (AFSC/SEF) in accordance with and the Performance Work Statement (PWS) to : report submissions as part of the Integrated Safety Information System (ISIS); provide the manpower to analyze the MFOQA results and ASAP submissions; and conduct analysis of flight operations for: development of strategy recommendations; reviews and assessments of program/project technical and operational direction/strategy; and technical consulting to programs and services. Activities under the Contract shall include: development and integration of mishap precursor detection and mitigation tools into AF and DoD aerial operations; collection of flight data recorder downloads and process downloaded data through specialized computer software to uncover mishap precursors (i.e., trends and deviations from standard procedures and parameters) to ultimately identify mitigation measures; and analysis of recorded data to identify and quantify both normal and hazardous flight environments and, where applicable, enable monitoring of control measure effectiveness. The Air Force currently conducts MFOQA analyses on the following 7 aircraft types: C-17A, C-32B, C-37A, C-40, C-130J, T-6A, and the KC-135R. Aircraft types under consideration for incorporation into the MFOQA program over the next few years include the B-1B, C-5M, CV-22, F-15C/D/E, F-16, MQ-1/9, and U-28A. The intent is to eventually deploy data analysis capabilities to all AF aircraft. Technical Ability to Perform Contract: The contractor should have an understanding of the employment of FOQA and ASAP in the civilian industry and how those experiences translate into the military environment. The contractor should have extensive experience performing technological tasks and supervising personnel involved in various technological tasks, such as: obtaining and using data from flight data recorder devices, using flight data analysis software, managing flight data databases, analyzing and trending flight data, distributing resulting analytical products, experience developing and supporting web-based applications, and compiling and analyzing safety hazard reports in narrative format. The contractor should have an understanding of how to sustain existing MFOQA and ASAP analyses capabilities with little or no break in service, utilizing existing Government Off-the-Shelf (GOTS) software, Commercial Off-the-Shelf (COTS) software, or a combination of both types of software; as well as have an understanding of how flight data from a wide variety of recorders will be incorporated into analysis development on platforms identified for future implementation. Manpower and Personnel: The ISIS contract will require the offeror to provide services and capability to perform software development and coding activities, analysis of quantitative and qualitative flight safety data, creation of safety products for dissemination throughout the Air Force, program advocacy throughout the Air Force, and management of the overall process while being responsive to direction provided by AFSC. Evaluation of Responses: Award will be conducted and evaluated under the provisions of FAR Part 12, Commercial Items, and FAR Part 15, Contracting by Negotiation. The responsible offerors must be registered in the Online Representations and Certifications (ORCA) database (available at: http://orca.bpn.gov/) system per FAR 52.212-3, and submit a completed copy of the Offeror Representations and Certifications - Commercial Items with their quote. Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR 52.212-1. Lack of registration in CCR will qualify contractor as ineligible for award. All responsible sources may submit a proposal in response to this solicitation, which shall be considered. This solicitation is being issued as a Request for Proposal (RFP), for a firm fixed type contract. Number of Contracts to be Awarded: The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals/quotes and prices submitted and the availability of funds. Rejection of Unrealistic Offers: The Government may reject any proposal/quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program. The proposed period of performance is 4 March 2011 through 03 March 12 with 4 option years. A firm, fixed price contract is contemplated. After evaluation of firm, fixed price will also be determined based on contractor's time and materials. The solicitation will identify the office where additional information can be obtained concerning qualification requirements. The approximate issue date of the solicitation will be 07 December 2010. The approximate response date of the solicitation will be 7 January 2011. The solicitation will be available for download on the release date from https://www.fbo.gov. Central Contractor Registration is required to receive any award. Contractors can register electronically at http://ccr.gov. ORCA registration is also required and the contractors can register electronically at http://orca.bpn.gov. Electronic procedures will be used for this award.
