- The intent of this solicitation is to obtain Communication Trailers as defined in the solicitation, for local, Regional, and Nationwide fire suppression, and all-hazard incidents. We anticipate issuing the solicitation approximately 15 days after the date of this notice. The Government anticipates awarding multiple Blanket Purchase Agreements. A single, national solicitation will be issued to obtain these services. This solicitation will be issued using the Virtual Incident Procurement (VIPR) system and to use VIPR, you must have access to a computer and the internet. Basic information you will need to be aware of to participate in this solicitation is located on the web at http://www.fs.fed.us/business/incident/vendors.php. User guides and other information regarding VIPR are posted at http://www.fs.fed.us/business/incident/vendorsupport.php In addition to the basic requirements referred to above, there are two very important things you must do in order to submit an offer utilizing the VIPR system: 1) Download Formatta Filler software to be able to view the solicitation package and complete the online forms used in submitting your offer. A link to this software and installation instructions are available at http://www.fs.fed.us/business/incident/vendorsupport.php. 2) Obtain Level 2 eAuthentication. Users play a key role in ensuring that information requested for VIPR is protected. The government now requires a higher level of security for information transmitted by individuals to the government for electronic business (including that conducted by VIPR). Therefore, the Forest Service requires secure user accounts through the United States Department of Agriculture (USDA) Level 2 eAuthentication system. Only individuals from your company who plan to sign the preseason incident agreement(s) must obtain a Level 2 eAuthentication account. The Level 2 credentials go beyond simply applying for an account online - Level 2 also ensures that your identity is verified in-person, and by doing so, helps prevent identity theft or fraud. The Forest Service has prepared numerous resources to assist vendors in obtaining a Level 2 eAuthentication account, which are posted to the Forest Service Incident Procurement (IP) website: http://www.fs.fed.us/business/incident/vendors.php.
