Description
The Naval Surface Warfare Center Panama City Division intends to solicit Lockheed Martin Corporation (LMC) MS2, PO Box 4840, Syracuse, NY 13221-4840, on a sole source bases for a continuation of the development and application of the Adaptive Clutter Filter/LLRT, a unique mathematical and statistical algorithms developed by Tom Aridgides, et al. The Naval Facilities Command (NAVFAC) has requested that the LMC algorithms be adapted to specific systems and to demonstrate the results. This specific effort will involve the extension of these algorithms to another sensor system for the Naval Facilities Command. The algorithms in question have been developed by LMC, and only LMC has the unique knowledge base, the facilities, and the experienced personnel necessary to successfully conduct the work. The Request for Quote (RFQ) number is N61331-11-T-2002. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The solicitation will be issued on 23 November 2010. The NAICS code is 541690, Other Scientific and Technical Consulting Services, with a small business size standard of $7.0 million. The order shall be firm fixed price with the anticipated award date of December 2, 2010. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination.
