Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, Cost Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement N00421-09-G-0004 with Northrop Grumman of Woodland Hills, CA, to provide technical support for the LN-251 Embedded GPS/INS (EGI) in the CH-53K aircraft program. This procurement will involve the Non-Recurring Engineering (NRE) work required to implement change requests and correct deficiencies in the LN-251 EGI, technical support during system level and aircraft flight testing, the investigation of any LN-251 anomalous behavior identified during testing, and documentation of any required software changes necessary to provide proper system performance. This delivery order only covers the NRE effort to identify and implement the proposed software improvements and test support efforts. It does not include the purchase of any hardware. As the designer, developer, and OEM for the LN-251 EGI, Northrop Grumman is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is 24 months beginning after contract award. Numbered Note 22 applies.
