- Electronic Offer Sheet This is the solicitation for the Nix Elevator Maintenance Contract. The electronic offer sheet for this solicitation is attached separately. THIS IS THE OFFICIAL SOLICITATION NOTICE. The United States General Services Administration (GSA) has a requirement for the selection of a quality contractor for Maintenance Services for Passenger Elevators No. 1-6, 8, small Freight Elevator No. 1, large Freight Elevator No. 2, and Judges Elevator No. 7 for a total of 10 elevators at the Robert N.C. Nix Courthouse in Philadelphia, PA. The anticipated start date is May 1, 2011, continuing for 2 years; one option period lasting for 2 years; and two additional option periods lasting for 3 years each. The estimated cost of this project is between $500,000 and $1,000,000 over the ten years if all three options are exercised. Award will be a firm fixed price contract with economic adjustment and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR Part 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award may be made without discussions and will be made using best-value, source selection procedures incorporating tradeoffs between price and non-price related factors. For this procurement price will have approximately equal importance to all of the non-price related factors combined. Upon receipt and evaluation of all technical and price proposals, a formal selection of firm will be made that offers the best value to the Government based on a combination of non-price related factors and price. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Relevant Past Performance, 2. Management Plan. The NAICS code applicable to this project is 811310. This announcement also constitutes the solicitation. A Pre-Proposal Conference will be held at the Strawbridge Building, 20 North 8 th Street, Philadelphia, PA on Tuesday, December 7, 2010 at 2 PM. A walk-through at the Nix Courthouse and Federal Building will be conducted immediately following the conference. Prior notification of attendance at this conference is mandatory due to building security.
