Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2011117 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-46. The North American Industry Classification (NAICS) Code is 811219 the business size standard is $7.0 million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is not set aside for small business. It is the intent of the National Institutes of Health (NIH); National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) to procure the services from Rees Scientific Corporation, 1007 Whitehead Road Ext, Trenton, NJ 08638. Computerized 24 hour / 7 days a week monitoring of NIDDK research storage freezers and refrigerators within two buildings on the NIH Bethesda Campus. These monitoring systems will be linked to a computer system that will immediately notify the lab of any temperature fluctuations via phone call based on a predetermined contact list. The E-Centron Stand Alone Tower environmental monitor offers a convenient turnkey solution that allows an unlimited number of users to access the system via web browser software from PCs or Smart Phones. E-Centron is licensed for up to 16 inputs and includes our powerful Centron SQL software. Centron SQL offers an industry standard SQL database, customizable Crystal Reports, independent logging rates for each new input, maximum logging rate of one minute, scalable map and graphical input status report, extended 21 CFR11 security module with 21 CFR 11 review and approvals. The system also includes an internal CDRW with Auto backup software and approximately 4 hour battery backup. Additional input licenses can be purchased separately in groups of 16. Purchase of this part confirms acceptance of the attached Microsoft and Rees EULA (End User License Agreement). Monitor package C.MON-PKG can be purchased separately from Rees Scientific or monitor, keyboard, mouse and printer must be supplied by customer. 17" LCD Monitor, Keyboard, Mouse and black and white laser printer package sold as Option with Tower Units. Multiplex Remote, 16 Input Expansion Panel with RJ45 Connectors (can handle a total of 1000 mA sensor load when using HUM-BAT-BACK). Temperature Probe - Type 2 -15 to +60 Degrees C with 3 pt NIST Certificate Temperature Probe - Type 3 -50 to +10 Degrees C with 3 pt NIST Certificate Temperature Probe - Type 4 -80 to -10 Degrees C with 3 pt NIST Certificate Cryogenic Thermistor Liquid Nitrogen Probe -200 to -125 Degrees C Single point Calibration of temperature or humidity sensor with NIST traceable equipment. Requirements:All equipment will be inspected / checked to verify proper operation. Main control panel and remote panels will be mounted in predestinated areas. Wiring will run from main panel to remote panels and from remote panels to each probe. Vendor will provide wiring and any other installation supplies. Wiring will be routed in drop ceilings and fished through dry wall. Vendor will provide and install single gang electrical box and exit plate where wires exit walls. In location of multiple locations a maximum of 6 jacks will be allowed on one single plate. In situations where surface mounting is warranted, wire mold will NOT be used to conceal surface mounted wiring. All wiring will be labeled for easy recognition. A list will be provided indicating all probe locations and input coding. Monitoring system will also allow for future expansion if more equipment is added. Probes will be routed into equipment through existing entry ports only. If no ports exist, probes will be routed as to not affect the integrity or operation of equipment. Under no circumstances will any equipment be drilled by vendor to gain access for probe installation. Once hardware and probes are installed and operational, inputs will be programmed based on customer requirements. Each probe will be checked and verified for proper installation. All systems will be validated before final approval/acceptance. This will be performed by vendor and qualified representative of customer. Training of system will be provided to customer by vendor. The Institute intends to purchase this service by other than full and open competition from Rees Scientific Corporation. This will be for Base + 2 option years. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Evaluation and Price. 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. This action is under the authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or services will satisfy agency requirement. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations however; all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award from the NLM; contractors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or by December 2, 2010, 3 P.M., Eastern Standard Time. The quotation must reference Solicitation number NIHLM2011117. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
