- U.S. Agency for International Development's Office of Food for Peace (FFP) provides grants for food assistance to private voluntary organizations (PVOs) and the UN World Food Program (WFP) under Title II of Public Law 480. In fiscal year (FY) 2009 FFP provided more than 2.4 million metric tons of food, valued at more than $2.3 billion, worldwide. FFP provides both emergency food aid (which aims to address food aid needs arising from natural disasters, such as floods or droughts, and complex emergencies often characterized by insecurity and population displacement) and non-emergency food aid (which aims to address the underlying causes of chronic food insecurity). A recent U.S. General Accountability Office (GAO) report on International Food Assistance (September 2009) noted that effective monitoring and evaluation of nonemergency food aid is critical for ensuring that FFP meets its strategic objective; and recommended that FFP strengthen its monitoring and evaluation activities. The report particularly noted the need to strengthen evaluation activities by providing "skilled evaluators" who can support the capacity of Mission FFP staff and implementing partners to carry out program evaluations. Title II food aid grants are signed by the Director of FFP in Washington, and the FFP/Washington Country Backstop Officer is usually the Agreement Officer's Technical Representative (AOTR) who is responsible for the technical and financial oversight of the grants. The USAID Mission has overall responsibility for monitoring the implementation of food assistance programs in the country. To help support USAID Missions and FFP/Washington to monitor and evaluate the effectiveness and efficiency of Title II food aid programs, USAID/Pretoria Regional Food for Peace office requires the services of a FFP M&E Specialist.. The position is based in Pretoria, South Africa but the FFP Officer is expected to spend approximately seventy (70) percent of his/her time traveling throughout the Southern Africa region and selected countries as needed. The FFP M&E Specialist will support the effective management of FFP resources by evaluating Title II non-emergency food aid programs, including using relevant data to help inform decision making, and provide technical assistance and training in the development and implementation of Title II M&E systems for Title II non-emergency food aid programs
