Description
In accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, the Department of Army intends to contract using other than full and open competition for the DoD Counter-Narcoterrorism Technology Program Office (CNTPO) for Public Communications Support and Facilitation in the CENTCOM and SOUTHCOM areas of responsibility to The Rendon Group, 1875 Connecticut Avenue, Washington, D.C. 20009. The contractor will provide multiple echelons of counter narcotic (CN) public communications support and facilitation on behalf of the DoD to assist the U.S. Embassies and Ministries of Defense (MOD) and Interior (MOI) for South and Central American countries to include, but not limited to, the Republic of Colombia and Middle Eastern countries to include, but not limited to, Pakistan, hereafter referred to as the MOD. The development of communications support and facilitation will be achieved primarily by allowing host nation personnel to learn on the job from real-time illustrative assistants provided by the contractor during numerous communication activities and events over the period of performance. There will be many audiences for the counterdrug public communications products developed and utilized by MODs and MOIs under this program. None of the products developed or proposed under this contract are intended for US audiences. The objective of efforts in Pakistan is to (a) provide training and support to the Pakistan Government to increase their capability to use public communications as a means of building national and international support for counterdrug and related initiatives; (b) to develop a public engagement strategy for implementation by the Pakistan Government and third party valuators to initiate, maintain and drive public conversation related to the overall mission objective; and (c) provide open source media analysis of English, Pashtu and Urdu print and electronic media in support of the U.S. Embassy. The objective of efforts in Colombia is to (a) continue to work with the Colombian Ministry of Defense (MoD) to inform the Colombian public and the world community on the negative impact of the drug trade and the efforts of the Government of Colombia to thwart drug trafficking; (b) train Colombian MoD personnel on the proper way to interface with the media in the field; (c) presenting the MoDs message to the public; and (d) continuing to develop tactical media products to aide in CN activities. This is a continuation effort and leverages achievements gained over an extended period. Responsible sources may identify their interest and must clearly demonstrate their capability to respond to the requirement. At a minimum, interested parties must demonstrate the following capabilities: (1) established senior level government official (civilian and military) relationships within the regions; (2) currently available personnel with the requisite qualifications to satisfy this requirement; and (3) ability to meet the short timeline of implementation (full implementation no later than January 31, 2011). This notice of intent is not a request for competitive proposals and no proposals will be entertained. However, all responses received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
