Description
Red River Army Depot has an urgent requirement for the following Prep/Blast/Paint M149A2 400 Gallon Water Trailer Tankers: This work instruction establishes the requirements for contractors bidding to clean, blast, prep and paint to the below listed assets. M149A2 400g Water Trailer Tanker NSN 2330-01-108-7367 Additional configurations may be added to this contract by mutual agreement in accordance with the Changes provision contained in 52.212-4 included in this solicitation. Contractor will be notified by RRAD via delivery order that Tankers are ready to be picked up at the depot for Cleaning, Blasting, and Painting. Contractor will pick up the assets at RRAD and move them to their facility. Blast all areas marked by RRAD, and Return the Tankers to RRAD for Maintenance. RRAD will notify Contractor when Tankers are ready to be picked up from Maintenance to be moved to Contractor Facility for Final Painting. Once this has been completed Contractor will Return Final Painted Tankers to RRAD. Specific Production Requirements CONTRACTOR IS RESPONSIBLE FOR ALL EQUIPMENT, TRAINING, AND SAFETY PROCEDURE NEEDED TO PERFORM CONFINED SPACE WORK. Cleaning, Triple Rinsing, and Purging: All Tankers will be washed prior to blasting. Blasting, Priming and Rust Proofing: All trailers will be sand blasted or equivalent process to ensure that the trailer is clean and free of rust, primed, and rust proofed in accordance with TB 43-0213. Contractor will inspect for Rust damage, cracks, bends, etc IAW this Statement of Work. If any of these are found contractor will notify the COR. The COR will provide guidance to contractor on how to proceed. A) All assets will be steam cleaned as part of the prep process B) All areas to be painted will be free of oils, solvents, dirt, flaking paint, grease, rust and corrosion prior to painting. Scratches and bare spots must have surrounding paint feathered and primed with an approved primer to ensure proper adhesion of new paint. C) Harnesses, hoses, machined surfaces, grease fittings, bearings, Contractor must adequately protect these areas to prevent damage, contamination, or paint overspray. Contractor will be responsible for all cost incurred to repair any damages. D) Contractor will ensure all prep materials are removed from the final painted assets being returned to the depot. This includes, tape, foil, and razor blades. E) RRAD will randomly inspect assets while they are going through the prep process to ensure SOW requirements are being met. Tankers Returning from Maintenance for Paint: All tankers returning from RRAD maintenance to the paint contractor will have a residual amount of diesel left in them from pump test. Please note this is a safety reference. A) All priming and painting will be performed in accordance with or exceed the standards set in TM 43-0139. All vehicles shall be painted with CARC paint and will be single color Desert Tan (approved paint 686 Tan) applied as directed by TM 43-0139. Glad hands will be painted with DOT approved Red and Blue IAW FED STD 595C. B) All areas that are not to be painted shall be taped, masked or otherwise protected from overspray. Tires shall not be painted and will be protected from overspray. Harnesses, lights, markers, electrical connectors, machined/working surfaces, and grease fittings. These areas will be protected from paint and must be paint, tape and glue free at the time of delivery to the Government. C) Regardless of the number of layers of topcoat, the total dry film thickness (from substrate to outer layer) shall not exceed 13 mils. D) Contractor will not blast the water tank, WATER TANK MUST BE HAND PREPPED FOR PAINT. This is a 100% Hub Zone set aside. NAICS Code: 811121 Any contract awarded as a result of this solicitation will be a DO rated order certified for national defense use under the Defense Priorities and Allocations System (DPAS) (15 CFR 700), and the Contractor willbe required to follow all of the requirements of this regulation. Request for proposal will issue on or about 02 DEC 10 and will be available on the RRAD website: https://www.redriver.army.mil. Request for proposal will close on or about 14 JAN 11.
