Description
PRE-SOLICITATION NUMBER: A1770118600National Park Service Sandy Hook UnitFort Hancock, NJ 07732POINT OF CONTACT: Roselyn_sessoms@nps.gov Phone Number: 718-354-4716 This pre-solicitation is being issued as a small business set-aside, in accordance with FAR Part 19. The North American Industry Classification System (NAICS) code for this project is 424690, Other Chemical & Allied Products Merchant Wholesalers, with a business size standard of 100 employees. This procurement will be issued as a Request for Proposal (RFP), and is subject to the provisions of FAR Part 15. SCOPE OF WORK INCLUDES: It is the intention under the terms and conditions of this supplies purchase to hire a professional company with experience in providing chemicals to disinfect the effluent of the Sandy Hook Sewer Plant. The contractor must meet all necessary Federal, State and Local requirements for the transportation of these chemicals. The contractor shall supply: (1) sodium chlorite solution and (2) aqua-acid solution (or equivalent) for a base year of 12 months. The Sodium Chlorite needs to be a 31.25% solution and will be stored in 55 gallon drums. There shall be between 510 and 565 pounds of Sodium Chlorite solution per drum. Contractor shall provide 16 drums over the course of 12 months; this would be equivalent to 8,160 to 9,040 pounds of Sodium Chlorite solution over the course of 12 months. The Aqua-Acid Solution or equivalent solution consists of a blend of Acetic Acid (glacial) 83% by weight (cas #64-19-7) and Lactic Acid 50-100%, 17% by weight (cas# 50-21-5). The solution shall be stored in 55 gallons drums. Each 55 gallon drum container will store between 48 to 52 gallons of the solution. Contractor shall provide 16 drums over the course of 12 months; this would be equivalent to 768 to 832 gallons of solution over the course of 12 months. Contractor shall provide the cost of the transportation and delivery of the product. Ordering will be done on an "as needed basis". Four (4) option years with IDIQ line items, will be included. In accordance with FAR 5.102, availability of the solicitation will be limited to electronic medium. The solicitation will NOT be directly provided in a paper hard copy format or CD ROM. In accordance with FAR 5.102(a)(7), the availability of the solicitation will be limited to the Internet. When the solicitation is issued, the address for downloading the solicitation from the Internet is as follows: http://ideasec.nbc.gov. Downloading from the Internet is free of charge. Hard copies (paper sets) of the solicitation will not be provided by the Government. Notification of any change to this solicitation (amendments) shall be made only on the Internet. Therefore, it is the contractor's responsibility to check the Internet site for any posted changes to the solicitation, plans and specifications. The Request for Proposal package will be issued on Friday, December 8, 2010 and the date for receipt of proposals is 10:00 AM EST on January 10, 2011 at NPNHContracting_BidProposal@nps.gov to the attention of Roselyn Sessoms. Per the Debt Collection Improvement Act of 1996, all contractors are required to register in the Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of contracts. Contractors must be registered in the Central Contractor Registration system in order to receive contract award. As a security precaution, vendors must register themselves through the on-line CCR system. Contractors must complete the Online Representations and Certifications (ORCA). Contractors must provide a Dunn and Bradstreet number with quote. Instructions are contained on the website for downloading solicitation and attachments. TELEPHONE OR FAX REQUESTS FOR THE SOLICITATION WILL NOT BE ACCEPTED. Award will be made to the responsive responsible contractor based on technical proposal and price. Contractor awarded this contract will need to be listed on the Central Contractor Registration website at www.ccr.gov and have a current active registration. All information will be posted in the solicitation.
