Description
The U. S. Postal Service Eastern Facilities Service Office (EFSO) is seeking construction contractors for ROOFING projects only. The work may be performed at the following postal facilities. Projects may be added or deleted but will be in the same geographic area. Contractors may prequalify for Small Roof Projects or Large Roof Projects, or both. Small Roof Projects, with an estimated construction cost range for each project between $100,000 and $500,000. 1. CENTREVILLE MPO, CENTREVILLE, MD 21617 2. SEVERN MAIN OFFICE, MD 21144 3. MILLERSVILLE, MD 21108 4. MERRIFIELD, VMF, VA 22081 5. SOUTHERN MARYLAND-VMF #1, MD, 20743 6. SOUTHERN MARYLAND-VMF #2, MD, 20743 Large Roof Projects, with an estimated construction cost range for each project between $1,000,000 and $4,000,000. 1. LINTHICUM IMF, MD 21090 2. DULLES, VA 20101 3. BALTIMORE MD P&DC 21233 DESCRIPTION OF WORK Roof replacement in postal facilities, using 100% USPS designed drawings. The work includes, but is not limited to, removal of existing roof system, installation of new roof system, roof penetrations and curb flashings, insulation, edge metal, metal parapet coping, expansion joint assemblies, roof ladders, and roof drains, and other work associated with roofing repair or replacement. MINIMUM REQUIREMENTS License Requirement: Contractor must possess a valid contractor's license for this type of work, in accordance with applicable federal, state or local requirements, in each state/municipality within the geographic area selected for prequalification. Minimum Years in Business: Company must have been in the construction business, under the company's present name, for a minimum of five (5) consecutive years. Experience and past performance of key personnel on comparable projects may be considered toward meeting the five-year minimum requirement. Bonding: Contractor must have the ability to obtain 100% performance and payment bonds for any project that may be awarded up to the total dollar threshold for each contract type selected for prequalification Prior Experience: Contractor must demonstrate completion of two comparable roofing projects within the past five years for each contract type selected for prequalification. Contract type is defined as Small Roof Projects or Large Roof Projects. Comparable projects are defined as roofing projects in an occupied building between $100,000 and $500,000 for Small Roof Projects, and roofing projects in an occupied building between $1,000,000 and $4,000,000 for Large Roof Projects. It is preferable but not required that comparable projects be located within the CapMetro geographic area. EVALUATION Qualification Statements will be evaluated by qualified Postal Service employees and/or Postal Service contracted professionals. Primary factors to be considered are company background; past performance, experience, financial stability, bonding capacity, and safety. Suppliers are encouraged to review the eSourcing Supplier Registration Guide (located at http://www.usps.com/suppliers/howto/registration.htm) prior to starting the registration process. This guide provides insight to completing the registration entry. From the login page, click on the "Register Supplier Organization" hyperlink and provide all of the required information. Be sure to select the United Nations Standard Products and Services Code® (UNSPSC®) of 22 - Building and Construction Machinery & Accessories when you register. Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. A separate electronic message will be sent notifying registrants when the event is opened and inviting them to participate in the solicitation. Organizations can register at any time. However, it is required that prospective offerors complete their registration prior to December 3, 2010, at 11:59 PM (EST).
