Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Metabolism, plans to procure on a sole source basis with Waters Corporation, 34 Maple St., Milford MA 01757 for a Waters Preventative Maintenance/Total Assurance Plan for the Waters Ultra Performance Liquid Chromatograph-Quadrapole Time of Flight High Definition Mass Spectrometer (UPLC-HDMS) system and a Xevo-Triple Quadrupole (TQ) Mass Spectrometer and components. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 811219 and the business size standard in $7.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months with four twelve month option periods. The instrument collects and identifies small molecules from multiple biological matrixes and supports the Metabolomics research in the Laboratory of Metabolism. The Metabolomics program seeks to develop (and license) novel small molecule biomarkers for cancer, toxicity, radiation exposure and other diseases. The contractor shall provide all labor, material and equipment to provide preventive maintenance for government-owned: Waters UPLC-HDMS Synapt & Xevo-TQ Metabolomics Systems which includes the following components (serial # and description): UPLC-HDMS Synapt: F09UPB944MUPBINARY-UPLC BINARY SOL MGR G08UPA506MUPSMPMGR-UPLC SAMPLE MGR UAA256SYNAPT-HDMS XEVO-TQ Metabolomics Systems: MS8SN01595MassLynx Software F09UPD735MUPPDA-E- UPLC PDA-e DETECTOR H09UPA778MUPSMPMGR-UPLC SAMPLE MGR H09UPB232MUPBINARY-UPLC BINARY SOL MGR VBA139XEVOTQ-XEVO TQ Contractor shall provide: 1) two (2) preventive maintenance inspections per component during the contract period; 2) emergency repair services on an unlimited basis during the term of this contract; 3) all required replacement parts, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications; and 4) software service in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems. Personnel shall be factory trained and experienced in servicing the type of equipment covered by this contract. All primary service personnel shall have at least one backup support who shall have at least the same level of expertise on the equipment covered by this contract. It is critical for the research community that the equipment mentioned in this contract is calibrated accurately and maintained according to the manufacturer's specifications. Any deviation from the specifications could ruin countless hours of work and distort further studies. The data collection software supplied with this equipment, which acts as the instruments operating system, is proprietary and updates and patches are solely available through Waters Corporation. Waters Corporation is the only manufacturer which has all the required documents and schematics necessary to service Waters UPLC, GC and MS Products; including Breeze® systems, so that they are maintained at design specifications. The specifications necessary to manufacture spare parts are proprietary to Waters Corporation. They do not have agreements to supply spare parts with any distributors or service providers, and do not provide Service Engineer level training to anyone except Waters Field Service Engineers. For the above reasons Waters Corporation is uniquely qualified to provide the required services. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on December 2, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
