Description

This is not a solicitation announcement. This sources sought synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. The Government will not reimburse respondents for the cost of submitting information in response to this, sources sought. The Naval Surface Warfare Center, Port Hueneme Division (PHD NSWC) Port Hueneme, CA is soliciting information in support of the design, manufacture, production, assembly, test and acceptance of the Signal Data Converter (SDC) MK 110. The purpose of this notice is to solicit vendor information that fully defines existing equipment technology features, capabilities, and performance. The primary North American Industry Classification System (NAICS) code for this procurement is 334419 with a Size Standards, of 500 employees. The anticipated performance period will span five (5) years and include a 12 month base period and four 12 month option, periods. The SDC is a major configuration item (CI) of the Gun Computer System (GCS) MK 160 MOD 15 to be deployed on DDG ™s as part of the AEGIS Modernization Program for the Gun Weapon System (GWS) MK34 MOD 7. The SDC will provide conversion between the fiber Ethernet utilized by the GCS and the analog control signals expected by the Gun Mount MK 45 MOD 2, and will meet the overall system requirements for DDG ™s Class equipment. The SDC procured under this Statement of Work (SOW) will be comprised of Commercial-Off-the-Shelf (COTS) and Non-Developmental Item (NDI) components and modified as necessary to meet the requirements outlined in DD-GCS-158 and WS 35463. The Capability Statement shall succinctly address the following three (3) items to demonstrate the contractor ™s capability to perform the requirements of the SOW: (1)The contractor ™s ability to manage, as prime contractor, the types and magnitude of tasking in the SOW; and (2)The contractor ™s technical ability, or potential approach to achieving technical ability, to perform at least 50% of the cost of the contract incurred for personnel with its own employees; and (3)The contractor ™s capacity or potential approach to achieving capacity, to conduct the requirements of the SOW. For the purposes of this Capability Statement, capacity shall refer to matters such as the magnitude of the tasking, the amount of equipment or facilities involved, and the size of the staff needed. Demonstrated ability to manage, technical ability and capacity may include citing and describing the same or similar relevant performance stipulated in the scope, requirements, and security sections of the SOW, but does not limit the interested contractor ™s approach to demonstrate capability. In addition to addressing items (1) “ (3) above, interested concerns are requested to address the following specific requirements from the SOW: 1.The contractor ™s ability to manufacture, produce, assemble, First Article (F/A) test two (2) signal digital converters and a design data package. 2.The contractor ™s ability to manufacture, produce, assemble and deliver three (3) production units after F/A acceptance. 3.The contractor ™s technical ability to produce and deliver a complete data drawing package in accordance with the DD-GCS-158. NOTE: Only information provided in the written Capability Statement shall be considered. This notice is not a request for proposals and will not result in a contract award.
